Exhibit A: Work Scope <br /> <br />Phase I: Economic Trends/Existing Conditions Analysis <br /> <br />Task I : Start up and Review of Background Materials <br />This task will involve meeting with City staffto discuss the work program, schedule, and work <br />products. This task also includes a tour of Pleasanton, and a review of all relevant background <br />materials including recent market studies, specific plans, or other initiatives. <br /> <br />Task 2: Economic Vitality Committee Meeting #1: Introduction and Preliminary Findings <br />BAE will meet with the Economic Vitality Committee (EVC) to review our tasks and the <br />proposed schedule for the process, and to discuss stakeholder interview suggestions. EVC <br />meetings occur in a public forum, and members of the general public will be given an <br />opportunity at the end of each meeting to present their opinions and input. <br /> <br />Task 3: Economic Trends and Opportunities ~lnalysis <br />BAE will analyze the following data and trends: <br /> <br /> · Demographic and Resident Labor Force Trends 1990 to 2004. This analysis will <br /> include changes in population, age, household size, family composition, and household <br /> income distribution. BAE will also examine changes in labor force participation, <br /> occupations, and commute-to-work patterns for residents. The analysis will rely on U.S. <br /> Census data, and will be updated using Claritas (a private data vendor), as well as other <br /> available data sources. Pleasanton trends will be compared to the Tri-Valley and the Bay <br /> Area region. <br /> <br /> · Jobs and Business Trends 1990 to 2004. This analysis will profile changes in <br /> employment within Pleasanton by industry sector. In particular, BAE will identify <br /> established and emerging industry clusters or areas of specialization. It should be noted <br /> that in order to obtain the fine-grained analysis anticipated by this task, BAE may request <br /> the City to obtain firm-specific data from the State Employment Development Department <br /> (EDD), which will require a confidentiality statement by BAE. Alternatively, BAE can <br /> obtain a current detailed data series from Dun and Bradstreet, although this data provides <br /> only ranges of employment by company, and does not include a time series to establish <br /> trends and changes. BAE will also analyze business "births" and "deaths" if a time series <br /> is provided from City's business licenses. Further, BAE will analyze home-based <br /> businesses, using the 2000 Census data regarding employment at place of residence (from <br /> the Census Transportation Planning Package) <br /> <br /> · Retail Market Analysis. The Retail Market Analysis contains two steps. First, BAE will <br /> use data from the State Board of Equalization and the City of Pleasanton to examine retail <br /> sales and use tax trends.
