Chairman Wright feels perpendicular parking is difficult to maneuver, but suggested that the
main parking lot be perpendicular whereas the parking directly in front of the stores remain
angled parking.

The project civil engineer advised the Commission that the drive aisles were 30 feet in width
as requested by staff and the Fire Department.

Peter Sandie, architect for the project, advised there would be a net gain of four spaces if the
east side of the building was converted to perpendicular parking.

Param Pabla, 3800 Hopyard Road, representing the Center's liquor store, stated the landlord
has not approached them with help with relocation. They have simply been told to move
out. He feels there are many other businesses who could locate in the Lucky store if Lucky
moved out. Mr. Pabla feels Lucky should move to bigger facilities, therefore, their building
would not have to be tom down. He asked if the Planning Commission could put off their
decision until arrangements have been made with all the small businesses. He also proposed
only half of the building (the vacant portion) be demolished so that his business would not
have to be closed.

Chairman Wright clarified with Mr. Beougher that the Planning Commission could not help
the speaker, his recourse would be with the landlord and property owner.

Harjinder Pabla, 3800 Hopyard Road, stated the landlord is not cooperating with any of the
present tenants. He does not believe Lucky needs to expand. It is his opinion that the
landlord seems to care only for Lucky and is not taking care of the other tenants. Mr. Pabla
wondered why all the small businesses are not asked to leave and the whole center become
one large Lucky store.

George Rem, Director of Real Estate for Lucky, stated there is approximately 7,000 square
feet of shop space remaining in the Center, and advised the previous speaker to contact the
landlord.

PUBLIC HEARING WAS CLOSED

Commissioner Barker stated she has no concern over the perpendicular vs. angled parking.

Chairman Wright also concurs with the perpendicular parking, although he noted the problem
in some parking lots is that the curbs are not painted red and people insist on parking in the
drive aisles. He proposes to modify Condition 21 to add the requirement of red painted
curbs. Regarding Condition 11, Chairman Wright feels the existing sign heights are
adequate for the proportion of the building and suggests that Condition 11 be deleted.

Regarding Condition 48 and deliveries, he proposes to keep the condition as written. He
proposed to add a condition defining the construction hours. Commissioner Hovingh asked

Planning Commission Minutes

Page 8

November 9. 1994
