Ten center parking spaces shown on staff's alternative plan shall be deleted and
become landscaping.

Column size, building facias, and the red color of the columns shall be as
proposed by applicant.

Condition Sd: Add that all traffic lane curbing will be painted red.

Delete Condition 5e.

Construction working hours shall be between 7 a.m. to 8 p.m.

ROLL CALL VOTE
AYES: Commissioners Barker, Hovingh, Lutz, McGuirk, and Chairman Wright
NOES: None
ABSENT: None
ABSTAIN: None

Resolution No. PC-94-61 was entered approving Case PUD-85-8-7D, as motioned.
.s
h. Z-94-2OK. American Stores Prooerties
Application for design review approval to make varions modifications to the existing
Lucky grocery store and retail shopping center resulting in a net increase of 2,960
square feet of building area for the center. Zoning for the property is C-N
(Neighborhood Commercial) District.

Mr. Swift presented the application of a design review for modification of the Val Vista
Shopping Center to increase the Lucky store by 2,900 square feet. This would entail
eliminating some in-line shop space as well as the freestanding store in the comer of the
parking lot. The parking lot will be reconfigured, the existing angled parking will be
changed to perpendicular parking, and a driveway on both Hopyard Road and West Las
Positas will be eliminated. The building architecture will be modified to update the
appearance of the shopping center. Staff supports the application with the "Conditions of
Approval" as shown in Exhibit B. One proposed change by staff is a recommendation to
keep the parking spaces in front of Lucky and the small shops as angled parking to maintain
the traffic flow.

In response to Commissioner McGuirk, staff advised that twelve parking spaces will be lost
with the use of angled parking.

Chairman Wright clarified that Condition 11 states the service sign letters will be 15 inches
in height. He also questioned if Conditions 33 and 34 were necessary because this
application is a remodeling project. Mr. Swift noted there is a net increase of store footage
and these are standard conditions.

Planning Commission Minutes

Page 6

November 9. 1994

-
