<br />Mr. Swift presented the staff report recommending approval of the application to build a <br />freestanding retail building in the southwest comer of the Best Plaza shopping center. The <br />building is designed with a loading dock on the south, front doors on the north, with no <br />windows on the east, west or south sides of building. Staff feels this building will add to the <br />attractiveness of the Center, and the existing landscaping will be retained along Springdale <br />and Stoneridge. The City is requiring this business to participate in the NPID as well as <br />future freeway exchanges. Mr. Swift advised that Condition 50 has been modified by the <br />applicant and was distributed to Commissioners highlighting the areas in disagreement with <br />staff. <br /> <br />Chairman Wright inquired if staff had analyzed the amount of room for delivery trucks <br />between the building and the Lai Lai Restaurant. Staff advised considerable attention was <br />given to the delivery truck route, and staff had tried to design this area without a driveway. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Commissioner Hovingh advised that he had talked with applicant on the phone as did <br />Chairman Wright and Commissioners McGuirk and Dove. <br /> <br />Jeff Brotman, 1777 Oakland Blvd, Suite 300, Walnut Creek, and Massoud Naraghi, architect <br />for the project, represented the application. Mr. Brotman advised that the shopping center <br />was purchased by Alan Fox and his partnership, Cannery Row Inn. <br /> <br />Mr. Brotman stated he concurs with the staff report and conditions other than the italicized <br />portions of Condition 50. <br /> <br />In response to Chairman Wright, Mr. Naraghi stated the finish on the store exterior panels is <br />a paint application with an additive that makes it look like stucco. <br /> <br />Regarding Condition 7, Commissioner Barker inquired the status of the front door relocation <br />on the Lai Lai Restaurant. Mr. Brotman stated there had been some preliminary discussions <br />with the owners and he agrees to move the front door as well as assisting them with their <br />signage. <br /> <br />Chairman Wright and Commissioner Hovingh approve of signage on three sides of the <br />proposed building. Mr. Brotman stated that the applicants had a condition for leasing <br />stipulating even more signage than what is proposed. It is hopeful the applicants will <br />approve of the proposed signage, otherwise, they will move to another city. <br /> <br />Commissioner McGuirk questioned if a delivery truck would be parked at the loading dock <br />for an indeterminate amount of time. Mr. Naraghi stated the truck is not visible when <br />parked at the loading dock, moreover, all deliveries will be made between 10 a.m. and 3 <br />p.m., and the truck then continues on to make deliveries at other sites. <br /> <br />Planning Commission Minutes <br /> <br />Page 10 <br /> <br />October 12, 1994 <br />
