Alice Waterman, One Stoneridge Mall, represents Taubman Co., has a primary concern
relating to the level of parking with the reciprocal leasing agreements made with the
department stores. After City approvals, they will review for compliance. The Taubman
Co. views OfficeMax as a positive addition.

David Dax, Cost Plus, 201 Clay Street, Oakland. Mr. Dax inquired if the Planning
Commission meeting was considered the sign design review hearing. He would like the
design approval for the monument sign be made within the next 30 days. Mr. Swift advised
the sign will be approved administratively.

Ronald Chan, owner of the Lai Lai, 5588B Springdale Avenue, is in support of the new
tenant, and stated for the record that he does want to have his front door moved to the north
of the building as well as help with new signage.

William Hugron, 7261 Carlton Avenue, Westminister, CA, stated he has spoken with Mr.
Chan a few weeks ago regarding the relocation of the front door. He also advised that the
Cost Plus trailer has directly increased the business volume in the store. Mr. Hugron sees
no impact on this shopping center by the parking at the mall stores.

In response to Commissioner Barker, Mr. Brotman stated he has requested more than two
retail names on the monument signs, but will agree with the City's sign program.

PUBLIC HEARING WAS CLOSED

Commissioner Hovingh inquired of staff if any other NPID project has a cap on their
contributions. Mr. Swift stated they are capped because of the assessment, and there are
several different ways to compute the assessment. Commissioner Hovingh supports staffs
recommendation and that the italicized sentences should be deleted from Condition 50.

If that is the case, Chairman Wright feels they should give a concession on Condition 19 and
allow three tenant names in a low-profile design on the monument signs for their acceptance
of Condition 50.

A motion was made by Commissioner Hovingh, seconded by Commissioner McGuirk,
rmding the project would not have a significant effect on the environment and adopt a
resolution approving the draft Negative Declaration and rmding the project has a De
Minimi~ impact on the site's wildlife.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Hovingh, Lutz, McGuirk, Barker and Chairman Wright
None
None
None

Plaoning Commission Minutes

Page 11

October 12, 1994
