<br />~ Commissioner Dove inquired if problems could occur when decommissioning the site during <br />winter months. Mr. Swift did not believe so, in large part because most of the clean-up is <br />contained within the building itself. Staff is also encouraging INS to demolish the building. <br /> <br />Chairman Wright supports staff's recommendations of no early morning hours prior to a 7 <br />a.m. laundry operations start time, extending to 7 p.m., with quiet work performed until 10 <br />p.m., Monday through Friday only. During the decommissioning phase, Chairman Wright <br />proposed the hours be 8 a.m. to 8 p.m., with quiet operations lasting until 10 p.m., Monday <br />through Saturday. He believes more noise is associated with the dismantling phase which is <br />the reason he proposes an 8 a.m. start time. He recommends the Saturday hours in an effort <br />to get the decommissioning accomplished faster. <br /> <br />Commissioner McGuirk agrees with Mr. Sennyes' statement that the laundry work can be <br />accomplished without working on Saturdays. He also supports staff's recommendation of <br />decommissioning work hours to be from 8 a.m. to 8 p.m., Monday through Saturday. <br /> <br />Commissioner Lutz supports the 7 a.m. to 7 p.m. Monday through Friday for the noisy <br />laundry operations hours. <br /> <br />Commissioner Barker clarified that no one could begin work before the 7 a.m. noisy start <br />time. She proposed granting noisy operation hours from 7 a.m. to 8 p.m. Chairman Wright <br />clarified that someone arriving at 6:30 or 6:45 to open up and start coffee is acceptable, but <br />no laundry operations could start before 7 a.m. Commissioner McGuirk stated that it is a <br />mixed community and some residents may not be up at 7 a.m. Commissioner Hovingh <br />added that some people work nights and need to sleep during the day, which is difficult with <br />the noisy hours of operation. He concurs with the extension of one hour and with the <br />elimination of Saturday work hours. <br /> <br />Chairman Wright commented that it is impossible to enforce a deadline for the <br />decommissioning because of possible unforeseen circumstances. <br /> <br />Commissioner Hovingh motioned, seconded by Commissioner McGuirk, making the <br />conditional use pennit findings as listed in the staff report and approving Case UP-94-60 <br />subject to the conditions listed in Exhibit B with the following modifications: <br /> <br />Amend Condition 5 to read as follows: The business hours of operation shall be <br />as follows: truck movements, loading/unloading activities, and dryer and lint <br />fIlter operations shall be limited to 7:00am to 8:00pm, Monday through Friday. <br />The hours of operation for sorting, washing, mending, packaging, radiation <br />surveys, and office work shall be limited to 7:00am to lO:OOpm, Monday through <br />Friday. <br /> <br />Condition 6: Adopt condition as written in the memorandum dated <br />September 28, 1994. <br /> <br />Planning Commission Minutes <br /> <br />Page 6 <br /> <br />September 28, t994 <br />
