Chairman Wright inquired if they would still meet the mid-November time frame if the
Saturday hours were eliminated. Mr. Sennyes was unsure how long it would lengthen their
stay, but thought it would impact their move somewhat.

Commissioner McGuirk inquired if INS has a start and end date on the Diablo Canyon
contract. The speaker advised there is a 40 day time period in which to accomplish all the
work, with a majority of it being done in the first 20 days. He stated that if Diablo Canyon
does not require INS to make a Saturday delivery, they can accommodate the laundry
contract without working Saturdays. Mr. Sennyes has advised Diablo Canyon personnel of
the Pleasanton situation, and they are trying to accommodate as much as possible.

Commissioner Barker inquired if INS has to comply with City regulations for dust control,
etc., during the decommissioning phase. Mr. Swift advised they will need a City demolition
permit, as well as permits from other State agencies. Mr. Sennyes noted that staff has been
very helpful in advising them of the proper procedures to follow.

In response to Commissioner Dove, Mr. Sennyes advised that the 40 day period started
Sunday, September 25th.

PUBLIC HEARING WAS CLOSED

Chairman Wright noted his biggest concern is over the issue of public safety during the
decommissioning and would like assurances that the clean-up is being monitored and the
citizens are protected. Mr. Swift stated the City does not monitor for radioactivity. Each
State agency has its inspection crews, however, he didn't know how often they will visit the
site. He also stated City inspectors will have the ability to stop the job if guidelines are not
being followed and ask for the appropriate agency to step in.

Regarding employee parking on the opposite side of the building, Mr. Swift did not believe
there was adequate parking as that area is a railroad corridor.

In response to Commissioner Barker, Mr. Swift advised that the noise generated by INS has
been within the noise ordinance, however, that was not to imply the noises are not
objectionable to residents trying to sleep. He noted that the noise ordinance does not
regulate nonrecurring noises, such as a truck roll-up door being opened.

Referring to past comments regarding the possible need to monitor the activities of INS,
Chairman Wright inquired of staff what would be the possible impact to INS if their use
permit was revoked. Mr. Swift advised they could not continue to operate the laundry,
although they could go forward with the decommissioning-by applying for a demolition
permit.

Planning Commission Minutes

Page 5

September 28, 1994
