<br />Mr. Swift clarified the work hours requested by INS for the operational phase to be: Start at <br />4 a.m. with noisy hours to start at 7 a.m., ending at 7 p.m., and non-noisy work lasting to <br />10 p.m. During the decommissioning period, requested hours would be early morning start <br />at 5 a.m., with noisy work from 7 a.m., ending at 7 p.m., and non-noisy work lasting to 9 <br />p.m. Staff is recommending the hours from 8 a.m. to 8 p.m. for noisy work, and not <br />authorizing the two early morning hours before 8 a.m. <br /> <br />Kim Mosley, 123 Ray Street, spoke against this conditional use permit. He questioned what <br />defined "noisy and non-noisy" operations, and who would monitor the facility's adherence to <br />the use permit conditions. The speaker feels the hours of operation should be 7 a.m. to 7 <br />p.m., Monday through Friday, with no Saturday work hours permitted. He believes that if <br />INS was trying to be a good neighbor, they would be implementing these hours now, not <br />starting their operations as early as 4 a.m. as they are currently doing. Mr. Mosley referred <br />to a letter written by INS which stated they may have to work outside the suggested hours. <br />He does not want INS to have the ability to work outside their hours if the need arises. Mr. <br />Mosley inquired if the neighbors will be in danger of nuclear contamination during the <br />decommissioning and requested documentation that the site has been satisfactorily cleaned. <br /> <br />Juanita Bianchi, 4105 Walnut Drive, stated she wants the hours to be limited to 7 a.m. to 7 <br />p.m., and inquired when exactly would the facility be closed. <br /> <br />Mert Murray, 470 Mavis Drive, spoke as an owner of three of the adjacent condominium <br />units. He concurs with the previous speakers. He inquired if the Ontario site is under <br />construction, whether INS has applied for and received a decommissioning permit, and what <br />is their projected demolition time frame. <br /> <br />George Gunter, 1805 Greenwood Rd., supports staff recommendations and would like to <br />eliminate Saturday work hours. <br /> <br />T. Caudill, 4715B Augustine Street, stated he concurs with the previous speakers and would <br />like a firm moving date for INS. <br /> <br />Mr. Sennyes advised that the Ontario facility is a modification of an existing laundry <br />operation and has been under construction for two to three months. Mr. Sennyes did not, <br />however, have a firm moving date; it is based on the completion of the facility. In response <br />to Commissioner Barker, Mr. Sennyes stated they will need a permit to operate the Ontario <br />plant and the permit has been approved. The State also requires a decommissioning plan to <br />be filed, and the decommissioning permit has been applied for. Regarding the time frame <br />for the actual decommissioning work, Mr. Sennyes believes a schedule is instituted once the <br />clean up has begun, with periodic inspections. Mr.""Sennyes"noted the State agencies <br />determine when the site is satisfactorily cleaned. <br /> <br />Responding to Chairman Wright, Mr. Sennyes advised that INS employs their own clean-up <br />crews. <br /> <br />Planning Commission Minutes <br /> <br />Page 4 <br /> <br />September 28, 1994 <br />
