<br />INS operations, staff is concerned with the 4 a.m. start time because the "normal" noise of <br />employees parking and exiting their cars can be disturbing to residential neighbors. <br /> <br />During the decommissioning period, INS is also asking for longer hours than recommended <br />by staff. INS states the longer working hours would enable them to work a double shift <br />clean-up crew, thereby expediting the decommissioning and minimizing their costs. Staff <br />recommends the hours for noisy operations be limited to 8 a.m. to 8 p.m., which adheres to <br />the City's noise ordinance, with non-noisy activities starting at 7 a.m. and ending by 10 p.m. <br />Mr. Swift called the Commissioners' attention to a memorandum distributed at the meeting <br />indicating Condition 6 was rewritten allowing work to be done on Saturdays during the <br />decommissioning period. <br /> <br />In response to Commissioner Barker, Mr. Swift advised that all the employee parking is <br />adjacent to residences. <br /> <br />Commissioner McGuirk inquired if State and/or Federal agencies need to be advised of the <br />decommissioning and whether these notifications had been made. Mr. Swift advised that the <br />State requires a permit to decommission, however, he did not believe that the permit required <br />them to perform the decommissioning within a set time period. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Frank Sennyes, 65 Ray Street, Manager of the INS facility, represented the conditional use <br />permit application. He indicated he has read the staff report and conditions and agrees with <br />the report other than the hours of operation from 4 a.m. to 7 a.m. Mr. Sennyes stated that <br />requiring his operations to start no earlier than 7 a.m. would impact his operations. He <br />stated the INS proposal of a 4 a. m. start time was their best proposal rather than working a <br />24-hour schedule. Regarding employee parking, he stated the employees can park on the <br />other side of the facility, although only three or four cars are in question. INS does not <br />encourage employees to park at Cole's Market. The speaker stated that the end is in sight <br />for the neighbors' complaints and issues, and hopes that everyone can still work together to <br />resolve the remaining problems. Regarding the decommissioning, Mr. Sennyes advised that <br />it is a major expense, and INS would like to utilize a double shift clean-up crew. <br /> <br />In response to Chairman Wright, Mr. Sennyes advised that INS has one remaining laundry <br />contract with Diablo Canyon which will end in mid-November, they will not take in any <br />other work, and as soon as the Ontario plant is open, all work (except for Diablo Canyon) <br />will be diverted to the new plant. He also advised that the State has been notified regarding <br />their move and the decommissioning. <br /> <br />Commissioner Barker inquired if working 8 a.m. to 8 p.m. would be acceptable rather than <br />working from 7 a.m. to 7 p.m. Mr. Sennyes stated the very early morning hours are needed <br />for prep time of the laundry, however, he felt a start time of 5 a.m. would be workable for <br />him. <br /> <br />Planning Commission Minutes <br /> <br />Page 3 <br /> <br />September 28, 1994 <br />
