~ In response to Chairman Wright, the speaker advised that proper signage would be installed
to direct traffic through the parking lot. Commissioner Hovingh would like to see the traffic
directed around the back of the building to the front. In response to Commissioner Barker,
Mr. Auf Der Maur feels the Bernal Avenue entrance will be the primary entrance.

PUBLIC HEARING WAS CLOSED

Commissioner Hovingh commented that he would like this application conditioned to review
and monitor the traffic flow. Chairman Wright stated that because of the proposed tenant
(Diablo Auto Body), traffic flow would be minimal because there are not several retail
businesses in the building.

Commissioner Dove advised of his meetings with staff. It is staff's feeling that right hand
turns into the parking lot from Bernal will be made easier due to the bicycle lane. Also staff
is comfortable with having as many as four exits onto Bernal from Utah Street to Del Valle
Parkway and allowing U-turns on Bernal. He was advised that the PUD does not allow any
exits between Stanley Blvd. and Utah Street.

Commissioner Barker would like the Utah Street driveway to be increased to 24 feet.
Chairman Wright does not concur, he feels by keeping it as designed will encourage people
to use the Bernal Avenue entrance. Commissioner Barker stated that because of the need to
merge to one lane in this area, she feels there is a possibility for traffic accidents.
Commissioner Hovingh concurs with Chairman Wright, however he would like to condition
this application to review the traffic circulation in the future. Staff suggested a condition
stating the Utah Street driveway be subject to staff's review, however, he advised that
making it 24 feet wide would ease exiting cars.

A motion was made by Commissioner Hovingh, seconded by Commissioner Lutz,
approving Case Z-94-172 subject to the conditions listed in Exhibit B, with the following
addition:

.

The City's Traffic Engineer will examine the width of the Utah Street
driveway to enhance circulation as well as review the circulation pattern
within the project.

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Hovingh, Lutz, McGuirk, Barker and Chairman Wright
None
None
None

Resolution No. PC-94-50 was entered approving Case Z-94-172, as motioned.

Planning Commission Minutes

Page 9

September 14, 1994

"

.
