~ lessons taught on Friday. Mr. Cence is simply asking that Ms. Lew abide by the code,
which stipulates business be conducted three to four days per week.

Ms. Lew rebutted the comments as follows: She feels the neighborhood is not detrimentally
affected by her business at this time. She has worked to alleviate parking, asking her
students' parents to park in her driveway. She has gone so far as to ask people to move their
cars if they did not park in front of her house. Ms. Lew suggested a review every three
months for one year to help mitigate the concerns of her neighbors. Regarding the phone
book ads, Ms. Lew has had problems with Pacific Bell deleting her old Yellow Page ads.
Ms. Lew stated she has tried operating her business in a studio, which proved to be a
financial hardship. Regarding the parking concerns raised by the neighbors, Ms. Lew stated
she would be surprised to learn that anyone in the last four months has parked in front of the
neighbors' houses. Ms. Lew spoke about the seven month period when she rented her house
to other music teachers. She assured the Commission that the music teachers would not be
returning. Ms. Lew stated she thought she would be able to end her home business by June
30th, hoping to secure a full time position. However, that has not developed. If Ms. Lew is
restricted to six students per day, she would have to eliminate some of her students. She
also proposed eliminating the Friday lessons.

In response to Commissioner McGuirk, Ms. Lew suggested that some parents could park
along Hansen Park on Black A venue and walk down Camino Brazos. She advised that she
works with the parents to find a mutually agreeable time period for piano lessons. At times
she has had to turn people away because her available lesson times were not convenient to
their schedule.

Chairman Wright inquired if with the elimination of the Friday lessons, did Ms. Lew want to
have the earlier start for summer hours. Ms. Lew would like to start lessons at 10 a.m.,
however, she stated that students tend to drop off in the summer for vacation, etc. She
stated that a maximum of ten students per day during the summer would be reasonable.

Commissioner Barker clarified that Ms. Lew agrees that there would be no other types of
music lessons, there would be no recitals, and the front windows would be kept closed
during lessons.

PUBLIC HEARING WAS CWSED

Commissioner Barker suggested to modify the conditions of approval with no lessons taught
on Friday, increasing the number of students to a maximum of ten per day, no other types of
music lessons are to be taught, no recitals given, and front windows will be closed. She also
feels Condition 3 could be modified to allow parking in front of the applicant's house or in
her driveway. Commissioner Barker feels the applicant has made improvements, and
empathizes with the neighbors' concern for safety.

Planning Commission Minutes

Page 6

September 14, 1994

-
