<br />Patricia Robarts, 2157 Camino Brazos, stated there is no question as to the excellence of Ms. <br />Lew's musical abilities, and no one wants to cut Gail Lew's income. Ms. Robarts addressed <br />the fact that the neighborhood consists of medium-sized tract homes located close together. <br />This compounds the noise and traffic problems. She is concerned about the increase in <br />traffic as well as her anxiety about people sitting in cars in front of her home in the dark. <br />Ms. Robarts feels a studio would be a better place for Ms. Lew's business. <br /> <br />Diane Murray, 2154 Camino Brazos, spoke against this application. She dislikes the number <br />of cars parked on streets with people sitting inside, the noise of the siblings playing and <br />fighting outside Ms. Lew's house, and is fearful because children dart in and out of the <br />parked cars. Ms. Murray stated that Ms. Lew has controlled the parking in the last few <br />months, however, she is concerned whether it will continue. Ms. Murray is concerned about <br />an increase in Ms. Lew's music lessons as well as the conduct of her clients while in their <br />neighborhood. She does not want the neighborhood to be divided, and she questioned who <br />will monitor Ms. Lew's adherence to the conditions of approval. <br /> <br />Deanne Cence, 2142 Camino Brazos, referred to a letter sent by Ms. Lew to her neighbors <br />describing her business as an educational business versus a commercial business. Ms. Cence <br />produced copies of Ms. Lew's phone listings from the Valley phone books which she feels <br />proves it to be a commercial business. Ms. Cence feels the 1987 approval was given <br />administratively and the neighbors were not notified. She also feels that Ms. Lew violated <br />several of the rules outlined in the 1987 approval and was recently found in violation of the <br />rules by an enforcement officer. At that time, Ms. Lew applied for a revision in her home <br />occupation permit. Ms. Cence urges the Commission to keep in mind the neighborhood's <br />best interests. The parking issue, as she perceives it, is that people park in front of the <br />neighbors' houses because they offer shade. <br /> <br />Robert Sauers, 2160 Camino Brazos, stated no one wants to take her livelihood away, but <br />due to the number of people attending the meeting, it is obvious that a problem exists. He <br />inquired what assurances the neighborhood has that the conditions will be carried out in the <br />future. <br /> <br />Jim Cence, 2142 Camino Brazos, feels there is a traffic problem. He spoke with Ms. Lewa <br />year and half ago about the problem, and Ms. Lew did take corrective action. However, it <br />didn't last long and he feels this is due to the number of her students. He stated that all <br />conversations with Gail have been very amicable. Ms. Lew stated she would terminate her <br />business by June 30th. However, this was not done. <br /> <br />Mr. Cence feels staffs concern should be directed toward the traffic and the abuse of the <br />zoning laws. He agrees to the limitation of six lessons a day because that is what is <br />acceptable in the code. He feels the traffic analysis presented by Ms. Lew is for current <br />students only, and it could change dramatically at any time. Mr. Cence feels the additional <br />hours on Tuesday, Wednesday and Thursday give the applicant more opportunity to instruct <br />more students per day.
