~

Resolution No. PC-94-41 was entered recommending approval of Case RZ-94-4, as
motioned.

Regarding the letters of opposition, Chairman Wright feels the conditions of approval provide
the neighbors more security than what is afforded citizens with nuisance neighbors. With the
seclusion of the Cameron's house and the general public accessing the park entrance, he
questions the effectiveness of a Neighborhood Watch Program. The issue of additional crime
seems to be mitigated by the description of the up-scale guests. Adequate parking is
thoroughly covered in the staff report.

Commissioner Hovingh feels crime is more of an issue with the local teenagers going up to
the water tower than with the bed and breakfast guests and noted the for sale signs also invite
additional people into the neighborhood. Overall, Commissioner Hovingh feels the bed and
breakfast is a good addition.

Commissioner Barker would like to add a condition restricting another bed and breakfast on
Longview because she is concerned about maintaining the integrity and characteristic of the
neighborhood.

Chairman Wright advised that the Commissioner cannot add such a condition onto the
Camerons conditional use permit. Mr. Swift advised that there were two options: State for
the record that there should be no other bed and breakfasts allowed on Longview Drive or
.~ modify the code by setting a specific distance to be maintained between every bed and
breakfast establishment, rather than leaving it on a case-by-case basis. A discussion ensued
regarding whether a limitation of the number of bed and breakfast establishments should be
added. Commissioner Hovingh stated that if they supported not allowing more bed and
breakfasts on Longview, then all types of businesses and in-home offices should be restricted
as well.

A motion was made by Chainnan Wright, seconded by Commissioner Hovingh, making
the conditional use pennit fmdings and approving Case UP-94-S6 subject to the
conditions listed in Exhibit B, with the following modification:

Delete Condition 11.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Hovingh, Lutz, Dove, and Chairman Wright
None
Commissioner McGuirk
None

Resolution No. PC-94-42 was entered approving UP-94-56, as motioned.

Planning Commission Minutes

Page 7

August 24, 1994

-

-
