<br />~ <br /> <br />Commissioner Lutz is satisfied with the ordinance, but feels the spacing of bed and <br />breakfasts should be included. <br /> <br />Chairman Wright believes it may be better to wait with spacing regulations until it becomes <br />an issue in the future, whereby an amendment to this ordinance could be adopted. He would <br />like to keep the monthly rental restriction to protect the innkeepers from having an eviction <br />situation. He would not like a bed and breakfast to advertise a monthly rental rate and <br />become a residence hotel. However, Commissioner Hovingh would like to leave the <br />condition out and leave the decision for a 30-day plus rental to the owner rather than <br />burdening the ordinance. A discussion ensued concerning the use of a monthly rental rate. <br /> <br />Mr. Cordtz returned to the podium to say that the hotels accept the monthly guest, but they <br />are very aware of potentially getting into a landlord-eviction situation. In his opinion, Mr. <br />Cordtz would like the 30-day rental left to the innkeeper's discretion. <br /> <br />Chairman Wright had concern regarding the change in the signage. Mr. Swift clarified that <br />the sign could be as high as eight feet in height and no more than six square feet in size, and <br />could be placed anywhere on the property. Section 18.88.030's requirement to provide a <br />parking space for every employee on a shift is simply updating this ordinance to current <br />codes and would not impact the hotels and motels. <br /> <br />A discussion ensued among the Commissioners concerning the idea of other Pleasanton <br />.~ residents desiring to start a bed and breakfast in their home. Mr. Swift advised that off- <br />street parking did not mean parking in a driveway or parked head to toe down a sideyard <br />access. It is staff s feeling that there are very few homes in Pleasanton that could <br />accommodate the off-street parking for the guests and employees of a bed and breakfast. <br /> <br />Chairman Wright commented that he can accept a sign being six square feet in size, although <br />he would like to limit the height of the sign to five feet unless it is attached to the face of the <br />house where an eight foot height would be acceptable. <br /> <br />In response to Commissioner Barker, staff advised that Mr. Cordtz applied for a zoning <br />modification as well as a conditional use permit. <br /> <br />A motion was made by Commissioner Hovingh, seconded by Chairman Wright, <br />recommending approval of the draft ordinance, Exhibit A, with the following <br />modification: <br /> <br />Delete 18.124.270-D <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Hovingh, Lutz, Dove and Chairman Wright <br />Commissioner Barker <br />Commissioner McGuirk <br />None <br /> <br />~ <br /> <br />Planning Commission Minutes <br /> <br />Page 6 <br /> <br />August 24, 1994 <br />
