<br />In response to Commissioner Barker, Ms. Cameron stated the park users either ride their <br />bikes or hike to the entrance. She estimated about 20 people a day use the public easement, <br />which is over a hundred a week. The gate was installed because people were coming up late <br />at night to ride bikes. <br /> <br />Robert Cordtz, 262 West Angela, the owner of the Plum Tree Inn Bed & Breakfast, the first <br />bed and breakfast in Pleasanton, spoke in favor of this application. Regarding the restriction <br />on allowing monthly rentals, Mr. Cordtz feels it is good because it protects the innkeeper <br />from becoming a landlord and having to possibly evict someone from their bed and <br />breakfast. However, Mr. Cordtz feels it should be left up to the innkeeper's discretion <br />because there are instances when it would be good business to have a long-term rental. As <br />far as late arrivals, Mr. Cordtz advised the innkeeper needs to ask when the guests plan to <br />arrive and/or their flight numbers. Mr. Cordtz visited the Camerons and is very impressed <br />with their home and its views. Mr. Cordtz feels the City, however, should do more to <br />enforce the rules and use of the park. Chairman Wright commented that the 30 day rule <br />could be avoided by using a week-to-week booking with no reduced rate for a 3D-day stay. <br />Mr. Cordtz stated that the type of people frequenting their bed and breakfast are very <br />respectful of their property, and they have not had a problem with very late arrivals or with <br />registered guests coming back to the bed and breakfast very late at night. <br /> <br />~ <br /> <br />Clay Cameron, 9104 Longview Drive, co-applicant of this application, stated he had talked <br />with the neighbors and about 90% had positive reactions to the bed and breakfast idea. He <br />stated the gate was installed to control the illegal entry to the park and trespassing through <br />their property at night. This gate is temporary, an electronic gate with intercom will be <br />installed if this application is approved. <br /> <br />Tom Blinn, 2328 Gloria Court, spoke for himself and the other residents of Gloria Court. <br />Mr. Blinn stated he had no preference about the approval. Mr. Blinn inquired what City <br />agency oversaw bed and breakfasts if this application is approved. Mr. Swift stated the <br />Planning Department will oversee their adherence to the conditions and rules. Mr. Blinn <br />inquired if the conditional use permit was for a certain period of time or if it was <br />permanently attached to the property. Mr. Swift advised that the conditional use permit <br />could be transferred from owner to owner, however, the new owner would have to abide by <br />all the conditions set forth which would also require that the owner live on the property. <br /> <br />Mr. Blinn inquired exactly how many guests rooms were being approved. Mr. Swift <br />clarified that the zoning modification was creating a new category for small bed and <br />breakfast establishments which could have between three and five bedrooms. The Camerons <br />application is for a four bedroom bed and breakfast. In response to Mr. Blinn's question <br />regarding signage, Mr. Swift stated that there can only be one sign and it must be on the <br />property with a maximum size of six square feet. Mr. Blinn noted an increase in the number <br />of "No Trespassing" signs and commented that with a public easement such as next to the <br />Camerons, the City should provide the property owners and neighbors reasonable protection <br />by properly monitoring the area. <br /> <br />Planning Commission Minutes <br /> <br />Page 4 <br /> <br />August 24, 1994 <br />
