<br />Staff feels the application meets the standards for the small bed and breakfast use and <br />recommends the approval of the zoning modification as well as the conditional use permit. <br />Mr. Swift noted that since the staff report was prepared, four letters have been received in <br />opposition to the bed and breakfast, each noting loss of property value, loss of potential <br />future buyers for their properties, as well as neighborhood crime, increased traffic, etc. <br /> <br />In response to Chairman Wright, Mr. Swift noted that the Commission must make a decision <br />regarding the zoning modification before making a determination on the conditional use <br />permit application. <br /> <br />Commissioner Barker inquired about the public easement along the Cameron's driveway. <br />Mr. Swift advised the easement is for public access to Augustin Bernal Regional park, and <br />the easement has been there approximately twenty years. <br /> <br />Commissioner Lutz inquired about the changes in signage guidelines. Mr. Swift advised that <br />the signage requirements are one square foot for lodging houses or anyone in the R-I zoning <br />and up to six square feet for bed and breakfast uses. <br /> <br />Commissioner Hovingh inquired why monthly rentals are not permitted. Mr. Swift advised <br />it was staff s attempt to define a small bed and breakfast use and to discourage an apartment <br />rental concept. Noting Condition 5 and the applicant's need to remove one kitchen within 30 <br />days of the cessation of the bed and breakfast use, Commissioner Hovingh commented that <br />there are already two kitchens in the residence. Mr. Swift advised that two kitchens are not <br />allowed in a single family wne, and if it was approved years ago, it was in error. The <br />removal of the second kitchen would bring the residence up to current code. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Jane Cameron, 9104 Longview Drive, represented her application for a conditional use <br />permit for a bed and breakfast operation within her home. Ms. Cameron feels a bed and <br />breakfast would be an improvement to Pleasanton: it would encourage tourism; the <br />Camerons would promote local and civic events; and their guests could take advantage of our <br />shopping, golfing, the ridge trails, etc. Their property is I 1/4 acres off of Longview Drive, <br />is not in the sight of any neighbors or from the street, and offers a very relaxing, meditative <br />area for friends and guests. <br /> <br />Chairman Wright feels the traffic issues raised are adequately mitigated by the on-site <br />parking. Chairman Wright does have concern over signage and the guests finding their <br />house easily. Ms. Cameron stated guests would be given specific directions and mileage <br />distances to the tenth of a mile to their property, and a sign will be placed at the corner of <br />their property. Chairman Wright inquired how late arrivals would be handled.
