<br />Mr. Swift presented the staff report for the application for a major modification to PUD-89- <br />5-1D-2M, specifically modification to the required side yard setback and separation <br />requirements, modification of the production house plans, and modification of the private <br />recreation area. Staff feels the proposal is a high-quality development for the City. Staff <br />had concern regarding the house models with four and five car garages. Davidon Homes has <br />designed the homes with one or two garage doors facing the street, with the remaining <br />located on the side of the house. Staff has recommended a condition of approval limiting the <br />number of four car garages in any area. Staff also recommends approval of the modification <br />to the side yard setback. <br /> <br />Commissioner Barker clarified that the requested side yard setback would be ten feet, with a <br />minimum of 25 feet between houses. <br /> <br />Commissioner Dove inquired if the setback is measured from the building or the driveway. <br />Mr. Swift advised that the setback is measured from the building. He also stated the <br />driveway curb break is not expanded, and the concrete is widened to get access to the <br />driveway. Mr. Swift also thought there would be 20-25 feet of landscaping between <br />driveways. <br /> <br />Commissioner Wright inquired about the specific changes to the recreation area. Mr. Swift <br />advised that the landscape plan for the recreation area would come before the Commission <br />again, but the amenities of the recreation area were to be approved at this meeting. <br /> <br />In response to Commissioner Dove, Mr. Swift is unaware of any standards outlining the <br />amount of parking needed at recreation/cabana facilities. Staff is not aware of parking <br />problems at other cabana clubs in the City. <br /> <br />Commissioner Barker inquired if a walkway from Koll Center going under the freeway is <br />expected in the near future for use by Foothill High students. Mr. Swift stated Zone 7 <br />would grant the approval, and Zone 7 has not been approving any low water crossings. Mr <br />Higdon stated the City will be adding a sidewalk from Koll Center to Foothill along Bernal. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Wayne Policz, 1600 So. Main Street, Walnut Creek, represented Davidon Homes and this <br />application. He feels they have worked out all of staffs concerns regarding four and five car <br />garages. He also advised that Davidon Homes offers "flex space" whereby the homeowners <br />could convert garage space into living space. With this feature, Mr. Polilz believes there <br />will be fewer four and five car garages in the same area. He has met with Foothill Knolls <br />residents and believes their concerns have been satisfied. <br /> <br />Regarding Condition 7 which states that no two identical houses can be placed together, the <br />speaker inquired of staff if the same two houses were located together, but one house had <br /> <br />Planning Commission Minntes <br /> <br />Page 9 <br /> <br />June 22, 1994 <br />
