Commissioner Wright supports adding the "fmding of good cause" to Condition 2. He
prefers to leave the handicapped parking where staff had originally indicated because by
moving it as requested by the applicant, a parking stall is lost. Regarding the planter, he
thought it had a two-fold reason: to separate the parking lot, and to provide a separation for
the residence patio. Commissioner Wright would like the planter box to remain.

Commissioner Dove inquired if staff could work with the applicant on the location of the
handicapped parking. Staff advised that the condition may be so modified.

Commissioner Barker commented that, because the handicapped parking will be empty most
of the time, and if the handicapped parking was located in space #8, there would be better
sight distance around the comer. She has no issue with moving the handicapped parking to
space #8.

Commissioner Hovingh stated his opposition to the application because he feels it is not a
cost effective use of the land with the possible extension of Railroad St.

A motion was made by Commi.sioner Barker, seconded by Commi..ioner Wright,
making the conditional use permit fmdings and approving Case UP-94-16/Z-94-52 as
modified:

. Condition 2: Add sentence regarding "fmding of good cause."

. The handicapped parking space and landscape planter shall be reviewed by City
staff with applicant.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Dove, and Wright
Commissioner Hovingh
Commissioners Lutz and Chairman McGuirk
None

Resolution No. PC-94-35 was entered and adopted approving Case UP-94-16/Z-94-52 as
motioned.

f.
