been modified with the flex space, would that house be considered a different plan or the
same plan. Mr. Swift advised in that situation, they would be considered as different plans.

Regarding the swimming pool and recreation facility, Mr. Polilz outlined that the pool is the
same as previously proposed. He believes the recreation area is larger than what was
previously proposed. There is no intention of changing the amenities. The only
modification is the relocation of the parking area.

Commissioner Barker suggested adding a tot wading pool.

Dennis Razzari, 1600 So. Main Street, Walnut Creek, stated they had not contemplated a tot
wading pool, and his personal experience suggests that the older kids bother the younger
ones during the swim breaks, and he also stated that tot wading pools are a source of
insurance problems.

Commissioner Hovingh inquired about the amenities planned for the recreation building.
Mr. Razzari stated the building will have a kitchen, including a refrigerator, microwave,
range. There will also be a meeting room and restrooms. The building is approximately
1200-1300 square feet. He believes the annual homeowners meeting would be able to be
held in the recreation building.

Commissioner Wright would like to limit the number of front facing garages and proposed
the application be limited to 595 garage doors (65 % of the total) facing the street.

In response to Commissioner Hovingh, Mr. Polilz stated the phases would be preplanned,
therefore, property owners do not have the ability to choose a lot and choose a particular
house plan.

Chris Wood, 7816 Foothill Knolls Drive, represented the Foothill Knolls homeowners
association. Mr. Wood has been involved with the project from its beginning, and supports
the proposed changes. He has found Davidon Homes willing to meet with them and mitigate
their concerns. He supports the approval of this project.

Commissioner Hovingh inquired of the speaker if he had concern due to the reduction of the
sideyard setbacks. Mr. Wood is not concerned with the side yard setbacks and feels the
project is better than what was previously planned.

Mr. Policz urged the approval of the PUD modification. He offered that the later phases
could be modified if the City feels the first phase has too many front-facing garages. He
also feels that many people will take advantage of the flex space option, thereby limiting the
number of garages. He reminded the Commission that the five car garage plan has only one
garage door facing the street.

PUBLIC HEARING WAS CWSED

Planning Commission Minutes

Page 10

June 22, 1994

..

-
