Michelle Mevn CMika's Esnresso) <br />Application for a conditional use permit to operate a drive-through espresso service in <br />an existing free-standing kiosk (former Video-matic kiosk) located at 4301 Valley <br />Avenue in the Valley Plaza Shopping Center. Zoning for the property is PUD (Planned <br />Unit Development) - C (Commercial) District. <br /> <br />Mr. Swift presented the staff report for UP-94-27, Milm's Espresso, which proposes to use <br />the existing kiosk (formerly Video-matic) in Valley Plaza Shopping Center. The parking lot <br />and kiosk will be modified. Landscaping planters will be added. With the modifications and <br />the conditions of approval, staff feels the traffic circulation will function satisfactorily. <br /> <br />Commissioner Dove feels the traffic flow pattern could be the source for many accidents. <br /> <br />In response to Commissioner Barker, Mr. Swift stated that the aisle with angled parking is <br />26 feet wide, however, angled parking requires more space. With the size of today's cars, <br />staff determined this will not become a problem. The reason for the angled parking is to <br />enable a car to back out when there are cars waiting in line for the espresso shop. <br /> <br />Commissioner Wright inquired if the applicants had made some arrangements for restroom <br />facilities. He also questioned the height of the planters and if they would be within the <br />visibility of a driver. Mr. Swift stated the planters are for visibility by cars entering from <br />the wrong direction. He is unaware of any height standards for planters. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Michelle and Ron Meyn, 3240 De Anza Place, San Ramon, represented this application. <br />Mr. Meyn's main concern is the traffic flow through the center, and stated there is very little <br />activity in the center during their business hours (morning hours). They have read and agree <br />with the staff report and conditions of approval.
