<br />Chairman McGuirk concurs with the staff report and the comments of the other <br />Commissioners. He feels the removal of the four trees is less important than the safety of <br />the homeowner and neighbors. Westbrook Housinl! GrouD <br />Application for a PUD modification and conditional use pennit to modify the approved <br />grading plan for Kottinger Ranch to allow the placement of excess dirt on one site <br />within the Kottinger Ranch development and on three sites on the adjoining Lin <br />property. The sites are located at the tenninus of Hearst Drive and 600 feet southerly <br />of the tenninus of Red Feather Court. Zoning for the Lin property is the PUD <br />(Planned Unit Development) - RDRlOS (Rural Density Residential/Open Space) District. <br />Zoning for Kottinger Ranch is PUD (planned Unit Development) - LDRlMDRlOS (Low <br />Density ResidentiallMedium Density Residential/Open Space) District. The Planning <br />Commi...~ion will also consider approval of a Negative Declaration for the project. <br /> <br />Mr. Pavan presented the staff report on the application for a PUD modification and <br />conditional use permit to modify the grading plan at Kottinger Ranch by relocating four fIll <br />areas (three on Kottinger Ranch property and one on the Lin property). He advised that this <br />project would require a modification to the PUD, a conditional use permit, a new <br />environmental review, and a grading permit. Staff feels this project should be considered a <br />minor modification to the PUD because the proposed fill areas are in the least sensitive areas <br />of the project, and the applicant will contour the slopes to replicate as much as possible the <br />surrounding land. Further, the maximum slope will being reduced to 33%, no bench (flat) <br />areas will occur at mid-slope, all slopes will be planted with native grasses, and all existing <br />oak trees and drainage swales will be preserved. <br /> <br />Planning Commission Minntes <br /> <br />Page 5 <br /> <br />June 8, 1994 <br /> <br />" <br /> <br />- <br />
