<br />Commissioner Michelotti inquired if any precautions were made for the comer cluster having <br />to cross over the circling driveway (all other clusters are inside the circling driveway). Mr. <br />McClure advised there will be an indication in the walkway and appropriate signage. <br /> <br />Commissioner Michelotti inquired of staff how the growth management program would <br />impact the construction of the project. Mr. Swift stated this project would not exceed the <br />maximum of 650-750 units allowed. <br /> <br />In response to Commissioner Hovingh, Mr. Higdon stated the emergency access road is a 12 <br />foot wide paved bicycle/emergency access road designed to support patrol cars, etc. at a <br />speed of 10-15 mph. <br /> <br />Chairman McGuirk stated his concern for public safety when mixing school age kids, senior <br />citizens, and a housing development on a street with no exit. Even though the congestion <br />lasts for approximately 20 minutes in the morning and afternoon, he inquired of staff if <br />stronger police presence could provide more safety. Mr. Higdon advised the situation is <br />constantly monitored, with a study currently ongoing. <br /> <br />Commissioner Michelotti sought clarification of Option 4, page 10. Mr. Higdon explained <br />that the proposed street widening would be on Case Avenue to accommodate a free right turn <br />onto eastbound Bernal. He also stated that at the present time the cost could not be justified <br />by the short time periods of traffic congestion. <br /> <br />Commissioner Finch cited 19J, page 28, inquiring how many ground floor units would be <br />designated for handicapped tenants when there are only six handicapped parking spaces. Mr. <br />McClure stated four units are designated for handicapped occupants. <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Gary Haas, 5441 San Jose Drive, spoke in opposition of the project. He stated the number <br />of cars picking up and dropping off students at Pleasanton Middle School quadruple when the <br />weather is inclement. He suggests putting in the Junipero extension before constructing the <br />project. <br /> <br />Commissioner Michelotti inquired of the speaker where the congestion was the worst. Mr. <br />Haas stated that on rainy days, turning left onto Case from westbound Bernal is nearly <br />impossible. He also stated parking is inadequate during school functions. Mr. Higdon stated <br />the intersection is sensored so the light sequence can be monitored. <br /> <br />Martha Morse, 5260 Case Avenue, C-308, advised the Commission regarding the traffic <br />situation for the senior citizens at Ridgeview Commons. She stated they cannot get access <br />into their driveways during the time periods of student drop-off and pick-up. Also, she <br />stated emergency vehicles need access almost daily to Ridgeview Commons.
