She feels the traffic issues should be resolved before approving the <br />project. <br /> <br />Rich Riley, 5576 Sonoma Drive, a member of the Mayor's Affordable Housing Task Force, <br />feels the development partially addresses the needs of Pleasanton. He does not believe the <br />burden of the traffic should be placed on the project. He also believes the project will <br />enhance Ridgeview Commons and is needed on that side of the city. <br /> <br />Alverta Tebo, 5140 Case Avenue, C-205, stated the residents of Ridgeview Commons try not <br />to go out during the time of student drop-off and pick-up. She stated that on one occasion <br />she counted 15 cars and 3 buses before she was able to get out onto Case Avenue. She <br />would like to see the Junipero extension completed before this project is begun. <br /> <br />Robert Cordtz, 262 West Angela, spoke against the project, not against the Evans Company. <br />Mr. Cordtz stated he has never been in favor of developing this particular piece of property. <br />He is concerned about the City waiving $626,000 in fees, as well as the City taking the <br />Junipero extension out of its budget. Mr. Cordtz feels large fire vehicles would not have <br />adequate access on the emergency vehicle access road, and believes the City has an <br />inadequate Emergency Vehicle Code. Mr. Cordtz believes the project needs to go before the <br />General Plan Committee for review and should not be built until Junipero is extended. <br /> <br />PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Hovingh inquired of staff what leverage the City had to get the San Francisco <br />Water District to extend Junipero. Mr. Swift stated that if the extension was included in the <br />specific plan, they would have to build it; if the extension was included in the PUD, they <br />could be required to build it; however, it is really a function of the use of the SFWD <br />property whether or not they would be required to extend Junipero. Mr. Swift further stated <br />that this property is part of the unfinished business of the General Plan. <br /> <br />In response to Commissioner Wright, Mr. Swift stated this traffic congestion problem is not <br />unique to Pleasanton Middle School; the same congestion occurs at all the schools in the <br />City. This problem has been referred to the School District, and they have been helpful in <br />mitigating the problem. <br /> <br />Commissioner Finch stated the housing project will definitely add more cars to the existing <br />serious traffic problem. In response to Commissioner Finch, Mr. Swift advised the <br />Commission that the Junipero extension is not in the City's five year capital improvement <br />program, however, the City Council could move this project ahead of others. He doubted <br />there was enough money in the Capital Improvement Program to fund the construction of <br />Junipero. He advised another option would be to have the developer build the street, but that <br />would be reflected in the rent structure, thus dropping the total number of affordable units. <br />Mr. Swift feels the extension of Junipero would not alleviate the double parking, etc., it <br />would only alleviate the congestion at Case Avenue and Bernal.
