~ Commissioner Michelotti clarified that the time and temperature unit would sit on top of the
existing monument sign and is approximately 18 inches in height.

PUBLIC HEARING WAS CLOSED.

In response to Commissioner Wright, Mr. Swift advised there is no requirement to turn off
downtown signs at night.

Mr. Swift advised the Commission that in order to approve the proposed signs, they would
have to find that the sign is not a "cabinet sign." Furthermore, they would have to find that
the sign meets one of three conditions in order to approve the freestanding monument sign.

Mr. Swift stated that the code defines cabinet signs as those with translucent fronts with
different colors illuminated internally. He believes the proposed sign is of higher quality
than some signs previously approved.

Chairman McGuirk commented on the list of criteria referred to by Mr. Swift. He asked if
the City had an example of a sign design to match the ten year old building. Mr. Swift
stated that the placement of signage on the building is acceptable to staff.

Commissioner Wright feels the freestanding monument sign now distinctly matches the
building style and is willing to retain the monument sign and accept Staff's recommendations
for lettering. Commissioner Wright considers the proposed wall-mounted sign a routed sign
and is in favor of both signs.

Commissioner Michelotti concurs with Commissioner Wright. She observed that the
monument sign is the only sign visible from Main Street, and she would accept Staff's
recommendations if they feel the time/temperature unit was too obtrusive.

Commissioner Finch is in favor of the monument sign. He stated his preconceived idea of
the bank signage is not what was proposed. He feels the proposed sign is excellent, and the
proposed color and time/temperature addition to the monument sign are acceptable.

Commissioner Hovingh stated he is able to find for the use permit, though he has
reservations approving the monument sign. He feels the downtown sign ordinance is being
weakened. He would support the Staff's recommendations after working with the applicant.

Chairman McGuirk agrees with Commissioner Hovingh and would like to see input from
Staff. Chairman McGuirk feels the monument sign does match the building style.

Commissioner Michelotti believes the monument sign should be allowed, but feels the
Planning Commission is putting Staff in a tenuous position. Mr. Swift stated the
Commission's agreement that the monument sign matches the building style would fulfill
Criteria #2; the bank building has a large landscaped area to accommodate the sign.

Planning Commission Minutes

Page 4

February 23, 1994
