Bank of Walnut Creek <br />Application for 1) a conditional use permit to operate a C"mancial institution within, and <br />2) design review approval to construct exterior changes, including signage, to an existing <br />3,880 square foot freestanding building located at 249 Main Street. Zoning for the <br />property is C-C (Central Commercial) District. <br /> <br />Mr. Swift presented the staff report outlining the application from the Bank of Walnut Creek <br />seeking approval of a conditional use permit as well as a design review which includes <br />removal of the drive-through teller window and installation of an ATM machine. The <br />application also requested approval to retain the freestanding monument sign and install <br />building-mounted illuminated cabinet signs. Staff advised the Planning Commission the <br />proposed request for signs is not allowed under the City Sign Ordinance. Staff stated they <br />would work with the applicant to create approved signs. Staff is recommending approval of <br />the use permit subject to the conditions outlined in Appendix "B." <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Mr. Tom Mantor, 6721 Corte Del Vista, represented the application. Mr. Mantor gave an <br />overview of the Bank of Walnut Creek. They have four branches in the 1-680 corridor, and <br />they would like to open a fifth branch in Pleasanton. The proposed changes are minor, such <br />as new carpet, paint, woodwork, repairing and enlarging the parking lot, and an ATM. The <br />speaker stated the Bank of Walnut Creek would like to keep the existing monument sign. <br /> <br />Jack Hodson, 1926 Rancho Verde Circle, Danville, spoke about new technology in signage <br />creating effective signs that look like those of the turn of the century. Mr. Hodson showed a <br />color rendering of the building and proposed logo signs for the Bank of Walnut Creek <br />incorporating the name "Pleasanton." He stated only the lettering would be illuminated. He <br />presented an individual box letter sign demonstrating that type of signage was not desired <br />because of the many large drill holes necessary for installation. The Bank of Walnut Creek <br />would also like to add a time and temperature unit to the existing monument sign. <br /> <br />Chairman McGuirk inquired if the applicants had any discussions with staff. Mr. Hodson <br />stated they had no opportunity to make a presentation to staff because of the application's <br />short time frame. Mr. Mantor showed a video highlighting various signs in existence in <br />downtown Pleasanton. <br /> <br />In response to Commissioner Wright, Mr. Mantor stated the signs would be illuminated at <br />night and would remain on all night. <br /> <br />In response to Commissioner Hovingh, Mr. Mantor stated the Bank of Walnut Creek would <br />like to reserve the right to reinstate the drive-up teller facility. <br /> <br />Commissioner Finch clarified the Bank of Walnut Creek sign would have block lettering. <br /> <br />Planning Commission Minutes <br /> <br />Page 3 <br /> <br />February 23, 1994 <br /> <br />" <br /> <br />- <br />
