~ problems. He also stated the need for low-income housing is important in Pleasanton.
Commissioner Hovingh inquired if once parking of RVs, boats, and trailers is prohibited,
would they be restricted from entering the project altogether. Mr. Beougher stated the police
wouldn't enforce that restriction; the project management would enforce those rules.

Commissioner Wright concurs with Commissioner Hovingh's feelings and supports this
project. He feels the school is causing the problems on Case Avenue and would also like to
see future planning for the extension of Junipero.

Commissioner Finch has great concern supporting the project when there are known traffic
problems. Commissioner Finch advised that he would abstain from voting on this application
due to the existing traffic congestion. He would like to see the developer and the City work
together to alleviate the traffic problems.

Commissioner Hovingh pointed out that it is the driving practices of the parents creating the
problems on Case Avenue, not the students.

Chairman McGuirk commended the applicants with bringing forth a very good design. He
likes the idea of the pool area and sees no reason to eliminate the RV parking. Chairman
McGuirk has concern for the traffic even if it is only for short periods of time. He believes
the residents should not be impacted by adding additional traffic. He also feels the City
should mitigate the traffic circulation problems before going forward with building the
project. For these reasons, he cannot support the project at this time.

Commissioner Michelotti asked staff if they could look at the traffic lights and see if the
congestion could be eased. Mr. Higdon stated the situation is constantly monitored and will
again refer it to the Traffic Engineer. Mr. Swift stated staff has looked at every conceivable
overlap. A key problem is the amount of student pedestrians.

A motion was made by Commissioner Michelotti, seconded by Commissioner Wright,
rmding that the project would have an insignificant adverse effect on the environment
and a De Minimus impact on the site's wildlife, and recommending approval of the
Negative Declaration prepared for Case PUD-94-01.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Hovingh, Michelotti, Finch, Wright and Chairman McGuirk
None
Commissioner Mahern
None

Resolution No. PC-94-08 was entered and adopted recommending approval of the
Negative Declaration prepared for Case PUD-94-1.

Planning Commission Minutes

Page 12

February 23, 1994

-
