<br />A motion as made by Commissioner Hovingh, seconded by Commissioner Wright, <br />recommending approval to the City Council of the proposed zoning text amendment (Chapter <br />17.48 -- Right to Farm), with the following addition: <br /> <br />Include a time frame of 90 days for the Alameda County Agricultural Advisory <br />Committee. <br /> <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />ROLL CALL VOTE <br />A YES: Commissioners Hovingh, Michelotti, Mahem, Wright, and Chairman <br />McGuirk <br />None <br />None <br />None <br /> <br />Resolution No. PC-94-03 was entered and adopted approving Case RZ-94-01 as <br />motioned. <br /> <br />1. MA TIERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Mahem inquired if the proposed steam train will restrict the access to the <br />Senior Center from Ridgeview Commons. Mr. Iserson advised that this comment is common <br />and will have to be taken into consideration during the planning process. <br /> <br />Commissioner Hovingh requested a document be established to clarify the operating <br />standards of the steam train. Mr. Iserson stated that the Environmental Review Process will <br />require the applicant to define exactly how the train will operate, (Le., as an excursion train <br />or as a common carrier) and once that is established, how the train will be regulated will be <br />determined. <br /> <br />Commissioner Mahem inquired if the City has a transportation management document. Mr. <br />Iserson advised that the City has a specific ordinance. <br /> <br />A discussion ensued between the Commission and staff regarding the Garms property, <br />reverting it back to acreage (except for Mannie Joel's property), and open space. <br />Commissioner Hovingh inquired if the Park District could use the PUD and develop a <br />similar project. Mr. Beougher advised that the PUD was intact but the tentative map will <br />disappear due to the reversion back to acreage. <br /> <br />Commissioner Michelotti advised the Commission that Commissioner Hovingh had been <br />honored with a civic award from the Chamber of Commerce, commending him for his <br />service, citizenship, and for being a member of the Planning Commission. <br /> <br />Commissioner Michelotti also commented that the reflective paint had been applied to the <br />median curb on Foothill Rd. <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />lanuary 26, 1994 <br />
