<br />~ <br /> <br />Chairman McGuirk clarified Condition 13i with the applicant that they wanted 6 ft. fences. <br />Mr. McKeehan stated they would provide an effective 6 ft fence, i.e., taking into <br />consideration the varying rise in elevation between lots, the highest elevation would have a <br />full 6 ft. fence. <br /> <br />PUBLIC HEARING WAS CWSED. <br /> <br />Commissioner Finch advised that he had met with Mr. Crews and Mr. Ghielmetti. <br />Commissioner Finch has concern for the public safety due to the size of the courts and cul- <br />de-sacs and the access of fire trucks and safety vehicles into the courts in an emergency. He <br />requested more input from staff regarding the access for safety vehicles. <br /> <br />In response to Commissioner Finch's concerns, Commissioner Wright advised that the staff <br />report states that fire trucks will be able to use part of the sidewalks and driveway aprons to <br />aid in vehicle access. Commissioner Finch feels that would be an ideal situation, and <br />emergencies should be dealt with using worst case scenarios. <br /> <br />Mr. Swift advised that the fire department had gone over the PUD and Tentative Map and <br />approved the plan. Mr. Swift added that the finger courts are not true cul-de-sacs and the <br />fire trucks were not anticipated to go down the finger courts. Furthermore, they could either <br />back out of the finger courts or could fight a fire from the main streets bordering the project. <br /> <br />Commissioner Finch stated that he felt a concern for this issue and wanted to raise it now in <br />order to possibly mitigate problems in the future. <br /> <br />In response to Commissioner Michelotti, Mr. Swift stated that staff had felt two access <br />streets would be desirable for Phase 1. He also indicated that the applicant had stated that <br />the one divided access street is wider than most city streets, reducing the potential for <br />complete blockage, and there is also the temporary EVA on Lot 331. <br /> <br />Commissioner Finch feels the project is excellent. He agrees with the use of Lot 331 as a <br />temporary EVA, and also feels the Park will draw people to the retail areas. <br /> <br />Commissioner Michelotti feels this Tentative Map is in conformance to the PUD. The <br />developer's wish to use a 6 ft. fence is agreeable to her due to their previous success with <br />using 6 ft. fences. She also agrees to the temporary access through Lot 331 since the main <br />entrance is a two lane access. <br /> <br />Commissioner Mahern also agrees that the Tentative Map is in conformance with the PUD <br />and the slight modifications do not constitute significant change.
