Mr. Swift clarified that office trailers get a separate permit approval. <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Jim McKeehan, Vice President and General Counsel of Signature Properties, represented the <br />application. In an overview, he advised there were three issues that needed to be addressed. <br />(a growth management ordinance, a school agreement, and the nature of the park to be inside <br />Hacienda and whether it would be a neighborhood park or a community park). Signature <br />Properties has worked with the City, and a decision on a park may be made by February <br />1994. <br /> <br />Mr. Ken Crews of Signature Properties gave a summary of the site plan, stating there are <br />496 proposed units (including attached townhomes and detached single family homes) to be <br />built in three separate areas. Each area will have its own centrally located recreation area. <br /> <br />Mr. Crews indicated the applicant had two minor issues regarding the conditions of approval. <br />The first is Condition 13i, regarding the proposed fence height of 8 feet. Signature <br />Properties proposes using 6 ft. fences, and they have found that height to be adequate. They <br />would like to delete that condition. The second issue of concern is Condition 16A(i), <br />concerning additional access into Phase I. The staff condition requires a second access at <br />Street HH connecting to street AA. Signature Properties feels that one access is sufficient <br />for the number of units in the first phase. Furthermore, the HH street access will be <br />developed along with Phase 2 of the development. They will agree to use Lot 331 as a <br />temporary emergency vehicle access. <br /> <br />Commissioner Wright asked if the construction site was going to have two gates, and where <br />they would be located. Mr. McKeehan advised that they have found that one gate is <br />sufficient for their construction projects. <br /> <br />Following up on the park situation, Commissioner Michelotti advised that a meeting is <br />scheduled for the next day with several City staff members. Commissioner Mahern <br />questioned when and why the park situation changed. Mr. McKeehan advised that the <br />proposal made by the Planning Commission did not satisfy the City Council's concept of a <br />community park. The Committee is looking at how they can locate a community park inside <br />Hacienda Business Park, and Signature Properties has agreed to build the park once the <br />location and financial questions are answered. <br /> <br />Commissioner Mahern inquired as to the difference in acreage in a neighborhood park and a <br />community park. Mr. Swift stated a neighborhood park would be approximately 6.6 acres <br />versus 20 - 33 acres for a community park. The proposed community park would be across <br />from Stoneridge Drive and Gibraltar Drive. Furthermore, Mr. Swift stated that the City is <br />meeting with Hacienda Business Park officials and Signature Properties representatives to <br />finalize the business park's obligation to help build the community park. <br /> <br />Planning Commission Minutes <br /> <br />Page 3 <br /> <br />November 22, 1993 <br />
