more than one sign. Hacienda allows two signs on one building, as long as they are on
different building walls. What is proposed in this application is one sign per building and
only the buildings identified in the staff report would have wall mounted signage.

Chairman McGuirk feels the University of Phoenix is not truly a retail business, but they do
provide walk-in services and need some type of signage. In response to Chairman
McGuirk's question, Mr. Swift stated that as Pleasanton grows, we will have more of these
businesses such as the University of Phoenix.

Commissioner Michelotti stated Pleasanton has many office parks, and if the policy on
signage is relaxed, there could be many businesses who would want the same treatment. She
does not support changing the City policy. Commissioner Michelotti does support Option 3
of the staff report where Pleasanton Park be allowed to use halo-lit building signs.

Commissioner Mahern feels wall or building mounted signs are needed; she feels monument
signs tend to get overlooked. She does not support changing all signs to intemally
illuminated signs in the business parks. She also supports Option 3 of the staff report as well
as only the buildings listed in the staff report be allowed to have one sign.

Commissioner Wright also supports Option 3 of the staff report. Furthermore, he supports
the use of the University of Phoenix logo with whatever nationally identifiable colors they
may use, but he would like to see all the letter signage be the same consistent color
throughout the park.

In response to both Commissioners Mahern and Michelotti, Mr. Swift stated that staff has
not done a criteria for halo illuminated lights. In other parks, there has been uniformity in
the color of the signs per building, though not necessarily the same color throughout the
office park.

Commissioner Hovingh is concerned about the proliferation of signs on buildings, and would
like to see a condition limiting signs to one per building. He does not care for the use of any
logo. He is also concerned about excessive lights for the neighbors along the periphery of
office/retail areas.

Chairman McGuirk commented that Pleasanton has attempted to manage signage
intelligently. An example would be the Doubletree sign; it does not stand out, but does
advertise the hotel. Because the applicant is a business park, and new signage would not
reflect light into the neighbors, he agrees that it attracts business to Pleasanton and helps
identify the business. Chairman McGuirk supports Option 3, but feels that the Commission
should look at all parks as a whole rather than one small portion.

Commissioner Finch supports Option 3 as well, and has no objection to the use of logos. He
feels the internally illuminated wall mounted signs would be the better choice for this
location. He would also like to look at business parks as a whole rather than just one
business park. Furthermore, he would like to give staff the ability to decide if halo or
internally illuminated signs would be best suited to the area. He also agrees that only one
sign be allowed per building.

Planning Commission Minutes

Page 4

November 10, 1993
