She believes that the Stee . g Committee has been <br />given an impossible task and that the Committee needs to look at all the issues. She further <br />felt the Agreement had a problem if it was intended to require i lementation by future <br />initiatives. <br /> <br />Commissioner Hovingh questioned the PCC control over transmi sion towers/satellite <br />stations. Mr. Beougher replied that while jurisdictions may give nput regarding these uses, <br />the FCC has regulatory power. <br /> <br />Commissioner Hovingh stated that he would not be pleased to s the kind of grading and <br />earth movement necessary to establish a golf course on the Ridge He expressed concerns <br />regarding the Joint Powers Agreement. He stated that he would I ke to see the cost to <br />furnish water and sewer services to the lots of record. Mr. Swift advised the Commission <br />that water and sewer services are extended at the user's/develope 's cost and that, as <br />enterprise accounts, on-going costs are fully covered by service c arges. <br /> <br />Commissioner Pinch stated that he does not see the urgency in ac . ng on this issue this <br />evening or even next week. He advised that he is disappointed th t the General Plan <br />Committee is now the Ridgelands Committee. He supports the pI' perty owners and their <br />rights to their property, and believes that open space should be pu chased from the property <br />owners. He advised that he does not support the Joint Powers Ag eement concept and <br />believes that it is unrealistic to expect agreement among three mu . cipalities. He stated that <br />he sees a need for representation of the property owners and that e scope and size of the <br />area needs to be addressed. He would like to see the Commissio go on record that it would <br />only address a planning area of what can be seen from the Valley oor, including lots that <br />may extend over the top of the Ridge. <br /> <br />Chairman McGuirk stated that he feels that a boundary to the top f the Ridge is appropriate <br />for Pleasanton's planning area and control. He advised that he ti Is the Ridgelands Review <br />process should not delay the Committee's work of reviewing the eneral Plan. He expressed <br />concern regarding the Joint Powers Agreement, noting that he beli yes that the parties to this. <br />agreement are putting their destinies in the hands of others. He f er advised that he <br />would like to hear from the Steering Committee regarding these is ues. <br /> <br />Chairman McGuirk invited discussion regarding the next step the om mission should take in <br />this process. It was noted that the General Plan Update Steering ommittee is scheduled to <br />meet on Monday, July 19, to review the plan. Mr. Swift advised at the Commission's <br />comments would be given to the Steering Committee. <br /> <br />Commissioner Hovingh stated that he does not feel additional mee ngs are necessary and that <br />this issue can be scheduled for the July 28 meeting.
