He stated that he <br />would prefer to be excluded from the Plan boundary. <br /> <br />George Schneider, 3867 Kilkare Road, Sunol, stated that he beli es the property owners in <br />this area have been put through a lot in the last fifteen years. H noted that his requests to <br />be annexed to the City of Hayward and the City of Pleasanton h e been refused. He asked <br />that the Planning Commission take whatever action is necessary t do what is best for all. <br /> <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Mr. Swift advised that the Planning Commission may take the rtunity at this time to <br />make recommendations to the "Ridgelands Review Committee" p 'or to the Committee <br />preparing a final plan, or the Commission may do nothing until e plan is given to them at <br />its next regular meeting or at a special meeting. <br /> <br />Commissioner Wright stated that he feels the Joint Powers Agree ent should be eliminated <br />and that Steering Committee should begin by meeting with the pI' perty owners on the face <br />of the Ridge and to the top of the Ridge, only, to determine if th Y want to be annexed. He <br />noted that he believes it is a moot point if they do not want to be annexed. He further stated <br />that he believes that property on Dublin Canyon Road extends t far to become a part of the <br />City of Pleasanton and from the testimony this evening the prope owners would prefer to <br />stay in the County. <br /> <br />Commissioner Mahern stated that she has always felt Pleasanton hould designate a more <br />defined area to the top of the Ridge line to control and set zoning for that area, and property <br />owners would have the option to annex. She voiced support for e Steering Committee in <br />that she believes some decisions could be made. She also indicat that she feels it would be <br />beneficial for the Committee to meet in a public forum. She advi that she likes the Joint <br />Powers Agreement in concept, but only as it affects a more defin area. She is in favor of <br />the Steering Committee setting a smaller boundary area. With re ard to the Draft <br />Agreement, she noted that a time limit would need to be set for p . es to adopt General Plan <br />goals and policies. She stated that she is not prepared at this tim to go over the Area Plan <br />item by item and that she sees some merit to waiting until the Al eda County General Plan <br />process is completed. <br /> <br />Commissioner Michelotti stated that she has made an effort to try and get an understanding <br />of the process and what she has been asked to do. She further s ted that she feels this may <br />be the only opportunity to provide input to the Steering Committ . She advised that she <br />was originally for the concept of a Joint Powers Agreement with three entities and that <br />she felt the idea of density transfer, to allow a little development, in order to provide access <br />to the Ridge and/or to acquire land was a feasible approach. She said it makes sense to her <br />to have some of the Dublin Canyon Road area designated as deve opable land, but that each <br />area must be individually reviewed.
