<br />Commissioner Hovingh expressed concern about the telephone en losure not providing <br />adequate protection from the rain. He also had concerns about benches, stating that less <br />mobile people often use the arms on benches for assistance in si g and standing; he felt <br />that the backless benches would preclude less mobile people fro using them. Mr. Iserson <br />noted that it was felt that these type of benches were handicap a ssible, and also stated that <br />the metal benches with backs will be placed in various locations. The metal benches from <br />Tulancingo to be placed in front of the Museum have backs and i has been recommended to <br />use other metal benches with backs on Main Street where approp 'ate. <br /> <br />Commissioner Hovingh also inquired as to the planting and main nance of the planters. Mr. <br />Iserson reported that the planting will be done by City staff and at planters will have drip <br />irrigation. He also felt that local merchants may "adopt" the pI ters adjacent to their <br />businesses and provide some care for the plants; otherwise, the ity will be maintaining the <br />planters. <br /> <br />Chairman McGuirk expressed concern regarding the liability of e bike racks and pedestrian <br />traffic. Mr. Iserson stated that he felt the bike racks would be I ted in places were they <br />will not become an obstacle. Mr. Iserson re rted that staff is working <br />with the newspapers to relocate some of the stands and find a de ign that is more pleasing. <br />Commissioner Mahern suggested limiting tbe locations of the ne spaper racks as is done in <br />downtown Carmel. Mr. Swift advised that the City ordinance a dresses the location in <br />which news racks may be placed, allowing them to be placed w re there is no safety <br />hazard.
