<br />~ Commissioner Michelotti asked whether the 30 lots yet to be devel would have to pay a <br />pro-rata share of traffic improvements. Mr. Swift replied that staff eels confident that when <br />the time comes to construct the West Las Positas interchange that an assessment district will <br />be set up for that and the 30 lots would pay their fair share. <br /> <br />In response to Commissioners Mahern and Michelotti, Mr. Swift sta <br />lots are not built out and they come in for another zoning change, s <br />look at the situation all over again. <br /> <br />that if by 2008 the <br />f would then have to <br /> <br />Chairman Hovingh expressed some concern that if Highway 84 is n <br />Pleasanton traffic might be impacted. Mr. Swift advised that the Ci <br />improvements for future development, but nothing definite can be d <br />discussion ensued in regard to a probable W. Mr. Swift replied that the City is also concerned with e Lucky Store and Val <br />Vista Center. <br /> <br />Commissioner Mahern went on to say she would not like to see som thing like a Price Club <br />on Hopyard Road. <br /> <br />The Commissioners all noted they have spoken privately with the a licant, either by phone <br />or in person. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Hai-Ou Yang, Vice President of Prudential, represented the applicati n. He stated that over <br />the last 10 years Prudential has met all the conditions imposed on th m and that Hacienda <br />has been responsible for over $180 million in assessment fees. He ted that because of the <br />present economic situation they have requested the modifications. H continued to say they <br />have worked with City staff and are trying to keep their financial si tion healthy. He felt <br />the staff report is very comprehensive and that the modifications as escribed are agreeable. <br />He said he had no other presentation, but was happy to answer ques ons. <br /> <br />In response to Commissioner McGuirk's question, Mr. Yang stated <br />flexibility in today's market. The office market has been overbuilt <br />feel it necessary to expand the commercial market at this time.
