<br />~ <br /> <br />She said they have put in money for traffic mitigation measures and e is still willing to <br />take her chances with them in regard to the 30 remaining lots. How ver, she stated she <br />would not want to see a glut of retail stores and wants Lot 14A to conditioned so that the <br />City has control of what type of business goes in. She would also t that use reviewed by <br />the Planning Commission. <br /> <br />Commissioner Michelotti commended staff on a very comprehensive report. She felt they <br />must all look at the broader picture in that Prudential has already do e a good job and has <br />been of value in the community. She agreed with the other Commis 'oners' comments, <br />noting that traffic has always been one of their concerns. She poin out she had been on <br />the steering committee 10 years ago when planning first began for dential and many <br />questions were asked at that time as to whether Prudential would be ere in 10 or 20 more <br />years. She pointed out the many benefits the City has derived from rudential and that they <br />have paid for over $180 million of improvements. She further no Prudential has been <br />scrutinized and has complied with all the conditions of approval. Sh pointed out that 10 <br />years ago the City's budget had not been constrained by the State as 't is now, and the City <br />is scrambling for funds. She felt that by helping Prudential they wo Id be helping the <br />community. She thought Prudential needed the flexibility they reque ted in order to go <br />forward in an economical fashion. She agreed Lot 14A should be nditioned to allow the <br />City control over what goes in. <br /> <br />Commissioner McGuirk said he was not in Pleasanton 10 years ago, but has seen the changes <br />made since that time. He pointed out that in the current market co anies are downsizing <br />and developers are having to react to that. Large office buildings ar not needed as much <br />now as they were some 8-10 years ago. He felt Prudential is wisely trying to react to the <br />changing market and that the flexibility must be there for them to s . ve. In regard to <br />traffic mitigations, he felt Prudential has dealt with those issues as ch as possible. He <br />said he drives through Hacienda every day and felt traffic is not a pr blem and that the park <br />is a very attractive place. However, he agreed the City should have control over what goes <br />in Lot 14A. <br /> <br />Commissioners Mahern and Michelotti pointed out the extension agr ment is for 15 years <br />which is a realistic time for a review of it in regard to traffic mitiga ons. <br /> <br />Chairman Hovingh stated he has followed Hacienda Business Park d velopment for the past <br />10 years and felt Prudential has done a tremendous amount of good or the City. He pointed <br />out that the Senior Center was partially paid for by those developer ds. He supported <br />approval of the Amendment to the Development Agreement and agr with the rest of the <br />Commission's comments. However, the only problem he had with e Development <br />Agreement is that it does not require more residential development, hich he felt would be a <br />healthy factor for Hacienda.
