In reference to Chairman Hovingh's concern that single family ho buyers should be made
aware of the fact that townhouses and condominium units will be a ~acent to them, Mr.
Sweeney noted that any home buyers will be made aware of the si ation.

-

It was noted by staff that the applicant has worked with the City an the Director of Parks in
regard to development of the neighborhood park. It was further no ed that the City can take
ownership of the park land, but would not have to develop the park until they are ready.

Chairman Hovingh noted that he felt it would be good to have a fi tbridge over the Arroyo
to allow access to the park. Mr. Swift indicated that this has been iscussed with Zone 7
and there does not seem to be a problem with constructing a footbri ge over the Arroyo.

At this time Mr. Sweeney introduced Jim Ghielmetti, Ken Crews, d Richard Frisbie. Mr.
Ghielmetti told the Commission that they are prepared to give a full presentation; however,
he knew they had seen much of the project already, so he would try to keep it brief and be
open for questions. In response to the Commission, the three gent! men presented a number
of detailed colored drawings and explained the project.

In further reference to the concern regarding disclosure of density,
intend to make full disclosure and plan to install a large sign on the
project will encompass townhouses, condominium units, and single-
this manner people will be aware of what the land uses are.

r. Ghielmetti said they
ite disclosing that the
mily detached units. In

Chairman Hovingh expressed concern that adequate parking is not a ailable for Area A,
especially as most people have two autos. Mr. Crews replied that 2 1/4 spaces per unit is
considered typical in this type of project, and felt that what they hav planned is appropriate.

Chairman Hovingh was also concerned that a homeowner in Area A ould not be able to
access their backyard without going through the house. Mr. Ghielm tti noted they will try to
provide some type of access to the backyard without going through e house.

Commissioner Michelotti spoke about roofing materials and hoped th applicant would use
colors and materials that would make the project light and airy in ap ceo

Chairman Hovingh expressed concern that the homeowner will do th installation of the front
yard in Area C. Mr. Crews said the homeowner will put in his own yard; in the past, the
developer has put in the yard, but then the homeowner usually comes in and changes it
anyway. However, the developer will put in specific street trees.

In reference to Chairman Hovingh's concern, Mr. Swift commented at it appears that in the
past it has worked well for a homeowner to put in his own yard. In ddition to being able to
do it as he wishes, the homeowner also gets to know his neighbors in the process of working
outdoors.

Planning Commission Minutes February 24, 1993

Page 9
