<br />THE PUBLIC HEARING WAS Ol'ENED. <br /> <br />David Jones, 1605 Rose Avenue, represented the application. He tated he was not sure <br />where to start in his description of the project since the process s back in 1982 when he <br />and his father asked for rezoning. In 1988 they were able to build three houses on Rose <br />Lane. He indicated the problem is with getting access permission om the Fairgrounds to <br />hook into the future sewer line when it links to the Valley Avenue . e. He stated that <br />without approval from the Fairgrounds for that line, they cannot se . ce the lots. He said he <br />has nothing in writing from the Fairgrounds that he will receive s. He commended <br />Greg Plucker of the Planning Department for his assistance. <br /> <br />Chairman Hovingh questioned Mr. Higdon as to the status with the Fairgrounds. Mr. <br />Higdon replied that a temporary sewer line is in place from Fair treet to the Fairgrounds. <br />The long-term desire for the City is to minimize or eliminate that wer that must go through <br />the Fairgrounds, and take the sewage from this area out to Valley venue. Martinque was <br />negotiating with the Fairgrounds to have both emergency access an sewer/water <br />connections. They were in final negotiations when they decided no to continue the project. <br />It is still on the City's Master Plan that the water needs to be 100 to Valley Avenue; also <br />the sewer line, at least from Rose Lane, will be looped to Valley A enue. In the meantime, <br />the City is allowing development, if it occurs ahead of the infrastru ture development, to <br />temporarily go through the Fairgrounds. <br /> <br />In response to Commissioner Michelotti's question regarding the M .nque project, Mr. <br />Swift and Mr. Beougher explained that the zoning PUD is in place; eir Growth <br />Management approval lapsed when they did not file Final Map; it n w has no likelihood of <br />being built. <br /> <br />In response to Chairman Hovingh's question, Mr. Swift said the Ci has contacted the <br />Fairgrounds to make sure that the understanding they had reached th regard to the <br />Martinque project was still applicable. Peter Bailey of the Fairgrou s indicated that it is <br />still the case. <br /> <br />Ernest Jones, 1725 Rose Avenue, also represented the application. e expressed much <br />indignation that the Fairgrounds is stating that the Jones must put up wall between the <br />Fairgrounds and their property. He said he was definitely not going 0 put up a wall. He <br />felt that the Fairground officials should have to appear before the Co mission if they have a <br />problem to settle with him. He felt the Fairgrounds was trying to ge them to put up a wall, <br />so they in turn could get access for the water/sewer line. Mr. Jones so expressed <br />concerned in regard to Condition 17 in that the applicant shall pay a ro-rata share of the <br />future water and sewer main extension from the project site to Valley AvenuelKoll Center <br />Parkway. He expressed further concern that the Fairgrounds wants t build a trailer court <br />for Fairground employees and those working there during the fair, an is simply trying to get <br />adjacent neighbors to pay for the wall.
