He also wanted the Planning Commissi n to be aware that W. <br />Las Positas Boulevard interchange will be necessary to keep all north leasanton intersections <br />at Level Service D with the build-out of Hacienda Business Park. <br /> <br /> <br />Commissioner Mahern questioned Mr. Swift as to any locations in H cienda Business Park <br />that might be designated as supermarket use. Mr. Swift noted those rtions of Hacienda <br />Business Park that are designated CPD wnes, which are the Gateway Square Shopping <br />Center area, the center immediately south of Stoneridge Drive, and a small area of <br />Stoneridge and Gibraltar. <br /> <br />Commissioner Mahern further questioned Mr. Swift as to whether an other lots in Hacienda <br />Business Park are owned by someone other than Prudential Insurance Company. Mr. Swift <br />thought there were two, on Courtney Drive and near the Post Office. If not included in this <br />list, they would be part of Phase II or Phase I development agreemen until the term runs out <br />on that agreement. <br /> <br />Commissioner Mahern asked Mr. Swift what other areas might be im acted by this <br />restriction, what might be coming in the future that might be affected by the decision, or that <br />might preclude them from being built out, or having to pay an enorm us amount of <br />mitigation fees. Mr. Swift believed that nothing would be affected; s ff is working on the <br />General Plan at this time to see if and what kind of modifications mi ht have to be made. <br /> <br />~ <br /> <br />Commissioner Mahern asked if the decision would have any affect on the San Francisco <br />water property. Mr. Swift said it should not have an affect on that p operty; likewise they <br />do not expect that the San Francisco property should have an impact n North Pleasanton <br />traffic. <br /> <br />Commissioner Mahern asked Mr. Swift for clarification on the "fly-o er". Mr. Swift <br />explained that the "fly-over" area is basically the interchange of 5801 80. The "fly-over" <br />would eliminate some of the merging hazards and slow-downs conn ed with major <br />interchanges. <br /> <br />Commissioner Mahern asked if the land use designation is changed 0 Lot 14a to <br />Commercial Retail whether that would change the traffic count. Mr. Swift indicated the total <br />traffic might increase at Hopyard Road, but considering all things tha it would be a <br />beneficial change from the traffic standpoint. <br /> <br />Commissioner Mahern referred to page 9 of the Development Agree <br />City would not be able to require additional traffic, water, or fire mi gations of <br />developments on these lots. She asked staff for clarification regardin water mitigations. <br />Mr. Swift explained that at the time Hacienda Business Park was pro sed the City's water <br />reservoirs were sub-standard with respect to the amount of available torage. Because of <br />that, the City entered into an agreement with Hacienda Business Park and subsequently, the <br />other developers in North Pleasanton entered into a mitigation agree ent.
