In further response to Chairman Hovingh's question re arding fees to low income housing developers, Mr. Swift replied that it has been the 'ty's policy to waive all fees in regard to the development of low income housing. Chairman Hovingh asked staff if an applicant comes in with a chan e in land use for any of the 24 lots, whether the City could re-examine the traffic impact. r. Swift affirmed the City would be able to do that. Chairman Hovingh referred to a staff comment that the City would ot do a traffic study for each development that would subsequently come into Hacienda Busi ess Park. He further questioned whether all the restriping is completed in Hacienda Busi ss Park. Mr. Swift explained that all the striping is not yet complete; however, Council has authorized necessary modifications to be made with extra NPID funds that are still availa Ie. ~ Chairman Hovingh expressed some concern that traffic counts migh not be done as in the past and asked staff what would trigger another traffic study or fu er monitoring. Mr. Swift wished to clarify that traffic monitoring in Hacienda Business ark will continue to be done. All the intersections are part of the City's automatic count m hanism and traffic levels can be found out immediately by calling traffic engineering. Commissioner McGuirk noted that he met with Mark Sweeney and THE PUBLIC HEARING WAS OPENED. Chris Owens, 4309 Hacienda Drive, represented the application. stated that he felt Mr. Swift had summarized the situation very accurately and concurred w th the Conditions of Approval. He felt that the Development Agreement could be treated basically the same as the one recently done for Stoneridge Drive. He went on to say that rudential has fulfilled all their obligations during the last ten years that they have worked ith the City. He stated the NPID has paid more than their fair share of traffic mitigations. e noted that the Development Agreement is basically an update of the original agree ent with the City; he felt that Prudential has been a good citizen of the community. At th.s time they hope to be able to update the Development Agreement in order that the compan may stay profitable and in turn, continue to help keep the City economically healthy.
