She stated that she is oppo to 122 homes being built
on the proposed site, and if the project is indeed built, she would efer 98 units as staff
recommended. She stressed that Concord Street should not be subj t to more traffic.

Ms. Long questioned whether the golf course would be a municip
replied that it would be a private course, but open to the public.

Ms. Long also expressed concern that even though the project is su sed to have public
walking trails, that it would end up being like the situation at Kot' ger Ranch when the
residents were told that the trails would be public trails. However, since that time signs have
been put up stating they are private trails. She did not want the sa e kind of thing to
happen with this project.

Further discussion ensued between staff, the Commission, and Ms. ng in regard to traffic
estimations.

Susan Rosso, 1212 Concord Street, stated she is a "survivor" of th
Her concern had to do with the park and trail system proposed for e project. She felt there
might be a lot of resentment if the park should be a private one and the trails were public.
She did not see how this might work out. She also expressed con that no one has
addressed the removal of the oak trees. She further questioned wh her this project with the
public golf course on it were the best that could be found for this si e.

Chairman Hovingh pointed out that the removal of the oak trees wa addressed in the EIR.

Ms. Rosso reiterated that she felt the oak trees and also the haul ro should have been
further addressed. She told the Commission that she would be willi g to work with a group
of homeowners, should it be necessary to address those issues.

Chairman Hovingh commented that he felt that when grading is don that it could be put into
the swales rather than move it off-site.

Keith Symons, 1080 Hearst Drive, stated he had no problem with th development, but is
concerned with traffic from the golf course. If the golf course does 0 in, he would like to
see the traffic directed away from Hearst Drive, along with construc 'on traffic. He would
favor speed bumps to slow down truck traffic and sidewalks so that pIe could at least
walk safely. He noted that stop signs do not control safety features. In response to
Commissioner Wright's comment that he appeared to be more conce ed about the speed of
traffic rather than the volume, Mr. Symons affirmed that it was pri arily the speed of traffic
that concerned him, but he was also concerned about the volume.

Marty Wadekamper, 964 Riesling Drive, stated her street is adjacent to Concord Street, and
that she has lived there for 13 years. She urged that the Commissio and staff consider all
the feeder streets when considering an access road or secondary acce s to the proposed site.

~

Planning Commission Minutes August 12, 1992

Page 8
