<br />,-.. <br /> <br />In response to Commissioner Mahern's question, Mr. Fairfield co <br />course and the grading for the housing development will be going <br />estimated that it would be about 1996 before the project would be <br /> <br /> <br />mented that the golf <br />n at the same time. He <br />mplete. <br /> <br />Commissioner Mahern expressed concern that grading might begin n a very beautiful site <br />and then the project could run into financial problems, as in Golde Eagle Estates and <br />Laguna Oaks, Mr, Fairfield assured her that this would not happe ; that Golden Eagle <br />Estates got into trouble because of having their funds at Lincoln Sa ings and Loan. He <br />further indicated that the project simply will not start unless it can nish. <br /> <br /> <br />In response to Commissioner Michelotti's question, Mr. Fairfield 'd he plans to go for <br />Growth Management Approval in 1993, so they could begin cons ction in 1994. <br /> <br />Chairman Hovingh stated that he disagreed with the use of "speed umps" to slow down <br />traffic. Mr. Fairfield replied they intend to use "speed humps" w . h are a rounded smaller <br />version. Chairman Hovingh did not care for "speed humps" either. <br /> <br />Chairman Hovingh asked Mr. Fairfield if the neighbors have been oticed along Arbor Drive <br />regarding traffic circulation. Mr. Fairfield said they had not, but at they have talked to the <br />Kottinger Homeowners' Association who indicated they favor Sche e 5. They would <br />attempt to implement Scheme 5 as much as possible. <br /> <br />~ <br /> <br />David Gates, 2440 Tassajara Drive, Danville, landscape architect ti r the project, reviewed <br />the landscape plans displayed on the board. He pointed out the co bination of oaks, knolls, <br />and dry swales, noting that one of the benefits of the golf course w' 1 be a continued habitat <br />for wildlife. <br /> <br />Some discussion ensued between the Commission and Mr. Gates re arding the landscaping. <br />In response to questions, Mr. Gates commented there will be a pat from the staging area as <br />well as access for the handicapped. <br /> <br /> <br />Mr. Swift reminded the Commission that staff is recommending a p blic park for the area, <br />not a private park as shown. He noted that this will have to be fu er discussed. <br /> <br />Commissioner FinCh asked for clarification as to the 5-acre park. I response to his <br />questions, Mr. Gates replied that the park would have the usual am nities offered in a private <br />park. <br /> <br />Commissioner McGuirk asked how long it would take for the proj t to look as well as it <br />does on paper. Mr. Gates replied that it normally takes about 25 y s for the landscaping to <br />be completely effective. <br /> <br />Commissioner McGuirk questioned Mr. Gates about the water elem nt.
