and noted that the present report is simply a fine-tuning of the Cod . He felt that the staff
report clearly states the Association's attitude and intent to comply ith the Code.

Chairman Hovingh asked Mr. Senna if he realized that with the ex nded use of the banners
as being requested that other less desirable churches might wish to so display a banner.
Mr. Senna replied the Association is aware of that possibility, but f' 1 if such a church does
display a banner that they have the right to do so. He further no the Association is only
asking for two major church holidays to display banners; however, staff has expanded that to
four.

David Sell, 1049 Crellin, Pastor of First Community Church, also
amendment to the Code. Mr. Sell said his
understanding of the amendment is that it would only allow the ch rches to post main
religious holidays such as Easter and Christmas. It is not the As iation's understanding
that they would use the banners to publicize potluck dinners or fun raising events. In further
response to Commissioner Mahern's question, Mr. Sell replied the banners would be used
simply to alert the community to the dates and times of their religi us services on major
church holidays.

Mr. Swift added that it is his understanding the banners would be sed only for religious
services for no more than four church holidays. However, he add he did not mind if the
banners would say something other than dates and times of religio s services, as long as they
were in connection with the church services.

Commissioner Mahern commented that as a member of St. Augus e's Church, who has a
family picnic at the fairgrounds once a year, she would not like to see a banner on the
church publicizing that event. She would not favor seeing someth' g like that on the various
churches.

Mr. Sell further clarified that during the Easter and Christmas holi ays they often have
different times for services or occasionally, different locations. F example, last year an
Easter drama was performed at the Amador Theater.

Mr. Sell assured Commissioner Mahern the Association is thinkin in terms of such events
as Easter sunrise services, etc. He said their main purpose is not 0 promote extracurricular
events.

Planning Commission Minutes
July 8, 1992

Page 3
