<br /> <br />r- Commissioner Mahern expressed concern that continued drought ght adversely affect that <br />spring and divert water from other areas. Mr. Swift said that is th reason why the valve <br />system that comes off the spring was installed. In this manner, the water would feed back <br />into a trough and onward for water for wildlife. <br /> <br />Commissioner Mahern asked how Mr. Joel presently gets his wate. Mr. Swift replied it is <br />hauled with a truck to the site. <br /> <br /> <br />Commissioner Wright further questioned Mr. Swift as to how the ve connection works. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Mannie Joel, 5470 Foothill Road, represented the application. He oted the past owners of <br />the property got water from the spring over 30 years ago, further ting that there has <br />always been some problems associated with that. He noted he has rilled a well on his <br />property, but with the drought it is not sufficient. At that point he . ndicated he began to <br />apply to the City for annexation because of the water shortage. Hi property was recently <br />annexed to the City and is zoned Agricultural. He noted he has an her well on his property, <br />which through a series of events was acquired by David Glenn, wh is his neighbor. <br />Because of impending development on the Moller property, he felt t is not economically- <br />feasible to run the water line from his residence to the connection Foothill Road. <br /> <br />Commissioner Wright questioned Mr. Joel about the operation of e water spigot with the <br />"Y" connector. Mr. Joel further explained and agreed that it is y to turn off and on. <br /> <br /> <br />Mr. Joel further stated he is willing to comply with all the PUD co ditions and he will make <br />sure the abundant wildlife in the area continues to have water. He rther explained how the <br />diversion of the water system will work. <br /> <br />Commissioner Mahern asked Mr. Joel how much livestock he has. Mr. Joel replied that he <br />used to run seven or eight cattle, but with the decline in the water ituation and the problems <br />he has experienced with his neighbor, Mr. Glenn, he has not run y cattle for the last three <br />to four years. He would like to run some because he felt they wo d eat the dry grass which <br />is a fire hazard. He noted that he does have several horses of his wn, and does board <br />around 15 horses at the present time. He noted the horses were th re when he began to have <br />water problems and he does not wish to stop boarding the horses. e felt as though he is <br />doing the community a service as there are few horse boarding sta les in the area.
