She also felt tha traffic should be
eliminated as much as possible coming off of Martin Avenue and ag eed with the
neighborhood that she did not wish to see their lifestyle changed b use of the project. At
first she felt she would be in opposition to the project, but felt there several things that
could be done that would make it acceptable: She did not want 4,5 sq. ft. lots backing up
to the Hirst project; she thought that lots 42 and 43 could be combin ; lots 44 and 45 could
be combined; lots 46 and 47; and lots 48 and 49. That way instead f having eiglit lots
backing up to the Hirst property, there would be only four. Second, she would like to figure
out a way to put three lots around the cul-de-sac, avoiding the stree , coming up with an
easement through the park. The lots around the cul-de-sac could be ore in a straight line
similar to the original Specific Plan. Other than that she liked the c nfiguration of Village
One. She liked the idea of open fencing to the Hulett property, and he also'liked the
footbridge idea, if it were not so costly.

Discussion ensued between Commissioners Mahem and Michelotti arding Commissioner
Mahem's suggestion about houses on the cul-de-sac.

In regard to a footbridge, Mr. Swift commented that it might be pos 'ble to connect a low-
water bridge across the Arroyo that may not be too costly. He not that if it could be
figured out with the people on Martin Avenue, it would probably wo k.

Commissioner Michelotti stated she liked the design of the project.
Martin Avenue side that possibly a good solution would be to go wi
Martin Avenue, preferably two lots, if it would work in accordance
regard to lots facing the Hirst/Tong project, she would like to see a
open them up a little, but she would favor one-story houses on those
favor of open fencing or possibly wood fencing over masonry walls.

he noted that on the
one lot facing on
'th infrastructure. He was not sure that as appealing and felt
that the back of the fences might not be maintained or landscaped. e advised that he would
like for staff to look at "flaring" the cul-de-sac out somewhat to the st, enough for a 40 ft.
wide easement. He thought this might give some continuity to the n ghborhood. In regard
to the footbridge, he thought it was a good idea, but it appears to be 00 costly. However,
he suggested that the City staff look at this more closely. He expres some concern that
people would not know there is a park in the area and that it might too isolated. He also
commented that he does not care for a masonry wall, but is not real nd of the open fencing
for that area.

Commissioner Wright commented that he agreed with Commissioner cGuirk's suggestion
regarding the "flaring" of the cul-de-sac and configuring lots 89 and so they can be
reached from the north side. That would leave two homes facing the court. He suggested

P1annina Commiuion Minute.
June 10, 1992

PageS
