<br />Mr. Bartelson responded to Mr. Hirst's request to put all single-sto homes backing Mr. <br />Hirst's project. He indicated he would have no problem, except for the fact that would put <br />eight single-story homes in a row. He felt that would not be attracti e. <br /> <br />r- <br /> <br />Mr. Gahrahmat returned to the podium. He felt that some of the ne ghbors think they have <br />just pulled a plan off a shelf. However, he stressed they have gone ugh about 50 plans; <br />they have worked for about 10 years on this project; they have wor with the neighbors <br />very hard; they have also donated park and school land. He stated at he would appreciate <br />approval tonight. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Mahem discussed with Mr. Swift staff's feeling abou running the utility lines <br />through the park and the emergency access road. Mr. Swift said as ong as the utilities are <br />in a place where the City can get access it will be all right. He no that staff has looked at <br />every conceivable angle as to where the utility lines can be laid so a to protect and provide <br />what the people on the end of Martin Avenue want to have: they el minated through traffic <br />by making it a cul-de-sac; they moved the school to the east side so e school traffic would <br />not bother them; they have considered making a hammerhead street nstead of a cul-de-sac, <br />but the Fire Department wants a normal turnaround. Regarding the encing, staff does not <br />care whether it is open fencing; however, he pointed out that when pen fencing is installed, <br />people usually end up requesting solid fencing for privacy sake. <br /> <br />.~ <br /> <br />Commissioner Michelotti questioned Mr. Swift as to the property in the buffer area. Mr. <br />Swift replied that this property is currently owned by Kaiser, but w' I eventually be Zone 7's <br />property. Staff is attempting to work with Zone 7 so that this land possibly be added to <br />the park. Right now it will remain a buffer area until Kaiser is thro gh mining the area. <br /> <br />In response to Commissioner Wright's question, Mr. Swift noted if staff's <br />recommendation is followed, which basically eliminates or relocates ot 90, then the utilities <br />would not have to be brought to the cul-de-sac. . They could go fro the existing street as <br />long as the lot adjacent to the cul-de-sac had frontage on the new ba k street. <br /> <br />Lengthy discussion ensued between the Commission in regard to in <br />Huletts, and Gonsalves properties. <br /> <br /> <br />Commissioner McGuirk asked Mr. Swift if the two lots facing 'Avenue would be in <br />the open space where the easement would be, whether a curb cutout could prevent parking, <br />Mr. Swift replied that this could eliminate some parking, but probab y not all. <br /> <br />Commissioner Michelotti questioned Mr. Swift as to where the ease ent would go if lot 90 <br />would be relocated.
