<br />~ <br /> <br />Commissioner Mahem discussed the flexible zones with Mr. lserso . She expressed concern <br />that if they commit to flexible zones, they would be limiting the wi th of the streets. She <br />also expressed concern that a four-way stop sign on Rose/Neal Str ts might create some <br />problems as it is a fairly busy intersection. <br /> <br />In response to a question from Commissioner Mahem, Mr. Iserson eplied that the existing <br />trees will stay; however, additional trees will be planted in between the existing trees to <br />provide more shade and color. <br /> <br />Commissioner Mahem further questioned if the present owners of d wntown restaurants have <br />all been contacted regarding the flexible zones and outdoor dining. Mr. Iserson advised that <br />the staff has contacted all property owners and merchants concernin the public meetings <br />which have been held, but they have not been asked specifically ab ut the flexible zone. <br /> <br />Commissioner Mahern commented that she has recently gone to the City of Mountain View <br />to see how their downtown was renovated. She questioned whether the planters, if installed <br />in Pleasanton, would be a responsibility of the City. Mr. Iserson vised that he felt it <br />would probably be up to the merchants to maintain the planters. C mmissioner Mahem <br />further suggested that an association somewhat like a homeowners' ssociation could be <br />utilized to maintain the planters. <br /> <br />Commissioner Wright felt that flexible zones could be handled on a variable basis, as stated <br />by staff but would wish to be assured of that, as well as that parkin will be taken into <br />consideration. Mr. Iserson advised that the flexible zones could be andled on a varied <br />basis, and that parking should not be a problem, especially if the p king lot plan comes into <br />being. <br /> <br />Chairman Hovingh questioned Mr. lserson as to the sizes of the fle ible zones. Mr. Iserson <br />replied that each store owner would have his own space directly in ront of his business. <br />The Task Force has not considered whether a business next to a spa e not being utilized as a <br />flexible zone could use that space, although he did not see why that couldn't occur. He said <br />some kind of mutual arrangement would have to take place between owners in that regard. <br /> <br />Mr. Iserson then introduced Michael Freedman, design consultant fi r the project. <br />Mr. Freedman gave an extensive slide presentation on the Main sti- t design and explained <br />the various options with their accompanying costs. He noted that d wntown areas are now <br />more concerned with the increase of pedestrian traffic and with slo ing down commuter <br />traffic. Street circulation is being designed so that cars can go arou d the block for ease in <br />parking. He further noted that in downtown designs, trees are plan as close to the center <br />of the street as possible, as opposed to being close to a building for commuter traffic. He <br />further noted that Option B, which was preferred by the Design Re 'ew Board, amounted to <br />a cost of $1.5 million. <br /> <br />Mr. Freedman noted that staff has requested that he investigate the ssibility of using <br />colored asphalt.
