The goal is to complete the project by Novemb r 1993 so that Main <br />Street can be completely in place for the Christmas shopping season <br /> <br />Mr. Iserson further noted that the Task Force has worked with staf for over a year on this <br />plan. The Task Force has come to the conclusion that based on th scale and character of <br />the downtown area consideration must be given for increased pedes 'an traffic. Vehicular <br />traffic should be encouraged at slow speeds. The street design mu also facilitate traffic so <br />that the downtown businesses attract people driving by. Mr. Iserso further advised that an <br />updated traffic study has been completed, <br /> <br />Mr. Iserson advised that the Planning Commission is charged with eview and consideration <br />of the following: <br /> <br />1. Ray StreetlSt. Iohn Realignment <br />2. Railroad Avenue Extension <br />3. Reinstitution of Two-Way Traffic on Spring and Di 'sion Streets <br />4. Four-way Stop at Rose Avenue/Neal Street Intersec on <br />5. Angled Parking and Flexible Zones <br />6. Selection of Main Street design option <br /> <br /> <br />~ <br /> <br />Mr. Iserson noted that the Design Review Board has also had a w rk session with Mr. <br />Michael Freedman, the City's design consultant, and have stated eir preferences. Their <br />choice of plans was Option B (flexible zone), and included the foll wing recommendations: <br />(1) That decomposed granite not be utilized; (2) That a simple st Ie of bench planter be <br />used; (3) That the urns and metal railing be removed from the p <br /> <br />Mr. Iserson further advised that the City Council had approved th CIP funding for the Main <br />Street reconstruction project at last night's meeting. <br /> <br />Commissioner McGuirk expressed some concern that should prob ms arise after <br />construction is begun that they might "paint themselves into a co er." Mr. Iserson advised <br />that several basic things need to be done, such as the street work d sidewalk installation. <br />The add-on features, such as planters, etc., could come at a later . me, should problems of <br />some nature arise to delay schedule. <br /> <br />Commissioner McGuirk further questioned Mr. lserson about the ea1ignment of Ray Street <br />and St. Iohn Street.
