She further noted that even though she and her parents do not
intend to develop at this time, they are requesting Medium Density esidential as some type
of protection in the event of future development of surrounding par Is. Ms. Greene asked
for clarification regarding the road and thought it had been moved b k as far as possible.
She thought it now appeared to be changed, as per the Specific Plan alternative plans
chapter.

Mr. Rasmussen assured her the only plan being considered for appr val at the present time is
Figure IV-I of the Specific Plan. The alternative she spoke of had een reviewed in the past
but was not now being considered. Ms. Greene stated she did not ish to leave this
meeting, thinking that everything is again settled, and then fmd they had moved the road
back to where it was several years ago.

Ms. Greene stated for the record that she and her parents do not wi h to develop their
property.

Phyllis Couper, 6525 Alisal Street, stated she is also upset by Coun il action. She felt that
after the last Council meeting, things got changed around. Mr. Ras ussen responded that he
thought Council members supported the change from Office to Med' m Density Residential
because it would create a more attractive entry into the development with an attractive wall
and generous landscaping in front of it. Council felt that Office us was not a good buffer.

Ms. Couper expressed concern that the Greenes and the Benevedes ere being treated
~ unfairly.

Don Temple, 6409 Alisal, stated he is very concerned about what h sees happening, but
wished to express his thanks to the Planning Commission for their s pport. He, too,
expressed concern for Council action. He was opposed to any cons deration of a change
from Low Density Residential to Medium Density Residential; he w s opposed to the
probability of having soundwalls in the area and cited the soundwall on 1-680 and the
controversy that has arisen over them. He expressed concern that e same thing might
happen in North Sycamore area. He again expressed objection to a change to Medium
Density Residential for Parcels, 1, 4, 5, 6, 7, 8, and 9 and wished em to be Office and
Low Density Residential.

Mr. Temple again expressed concern that the area of the Benevedes property would
eventually be changed from Low Density to Medium Density. He uld not see how they
would get traffic in and out of that area if Mr. Benevedes chose not to do anything with his
property for 20 years or more.

Phyliss Couper, 6525 Alisal Street, returned to the podium. She ex ressed concern about the
probability of soundwalls in the area and called attention to the pro ems that have been
discovered in the San Ramon area with noise bouncing off the soun walls, further escalating
the sound. She questioned staff about the East-West Collector road d the comment that
traffic would not exceed 10,000 auto trips per day.
