Mr. Rasmussen addressed Ms. Couper's concerns about the width 0 the streets, noting that
the collector streets have a maximum capacity that the Specific Plan uires be adhered to.

c in the area will

~

to road width, etc. will be ignored and violated later on and that
become a real problem with wider roads being built.

Ms. Couper expressed further concern about a change from Low D
Medium Density Residential. She felt that if it is changed to Mediu
parcels that eventually other people would also want Medium Densi
have already been set. She reiterated that she completely favored
Density and rural in nature. She referred to Page 2, No.2, of the
the first sentence should eliminate the word "generally" and say ore
"limited." Mr. Rasmussen pointed out to her that the Specific Plan
lots with minimum sizes of 12,000 sq. ft. and other lots with 15,

sity Residential to
Density for these
, and a precedent would
ing the area Low
report and noted that
. cted.. rather than
tself says there will be
sq. ft.

Ms. Couper further questioned whether the soundwalI would end at
Chairman Mahem assured her that it would not.

e Benevedes property.

~

Iudy Backer Gray, 530 Sycamore Road, owner of Parcel 11, felt th t things keep changing
with the North Sycamore Plan. She stated that as a property owner, she did not mind Low
Density; however, she said that if Lots 4 through 9 go to Medium ensity Residential, she
would also want Medium Density for her lot. Ms. Gray then urged that if the Planning
Commission did change the density, to keep the front parcels as Lo Density and change the
back part to Medium Density. Further discussion ensued between s. Gray and Mr.
Rasmussen as to how many and which lots would be Medium or Lo Density.

Linda Peterson, 5747 San Carlos Way, noted that people in Mission Park have been very
adamant that they do not wish to abut Medium Density from North ycamore. For the
record, she wished to state that to her and the Mission Park resident , that it does indeed
make a great difference what density abuts Mission Park.

Commissioner Michelotti asked staff when action tonight would go Council. Mr.
Rasmussen replied that it could go to Council as early as the first m ting in Iune.

THE PUBLIC HEARING WAS CLOSED.

Mr. Rasmussen responded to an earlier concern of Ms. Peterson ab ut the change from
Office to Medium Density Residential. He referred to Page 3 of th staff report and noted
that the report states that at the April 21 meeting Council reconside the Office designation
on Lots 1, 4, 5, 6, and 7. The Council actually did not reconsider' on Lots 6 and 7;
instead on April 7 they said they would only reconsider Parcels 1, 4 and 5.

Discussion ensued as to why and how the case was referred back to the Commission from
Council. The Commission pointed out to the public that the Counc' has the final word on
any action that the Commission takes.

Minutes Planning Commission
May 13, 1992

Page 10
