Chairman Mahem asked Mr. Rasmussen for clarification as to whe er the people in the
Office designation on Lots 1, 4, and 5 requested the zoning change. Mr. Rasmussen said the
owners of Parcel 1 were not supportive of the change; no contact w th Parcel 4; Parcel 5
would go either way.

A motion was made by Commi<<<<ioner Hovingh, seconded by Co . ioner Horan
certifying the adequacy of the EIR Addendum.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Horan, Hovingh, McGuirk, Michelot ,and Chairman Mahem
None
None
None

Resolution No. PC-92-39 was entered and adopted certifying the ad uacy of the EIR
Addendum as motioned.

COMMISSION'S COMMENTS

Commissioner Michelotti wished to state for the record that she is n t in favor of the change
to Medium Density for a number of reasons. She thought there w a misunderstanding to
begin with that the Council was thinking of Retail Commercial rath r than Office as the
Planning Commission had designated on the front part. She is still favor of that
designation along Sunol Boulevard because she felt it made a good uffer area.
Commissioner Michelotti said she is not in favor of the soundwalls ong Sunol Boulevard.
If they retained the designation as the Planning Commission had r mmended before, it
would not be necessary. She favored the 75 ft. setback from where staff had outlined it, to
make it look like a rural area. She concluded that the plan was no ing like when the
Planning Commission left it the last time they saw it. She unders ds what the Greenes' are
trying to do, but she felt they should go back to the original plan.

~

Commissioner Horan stated he has some concern about the term "g ntle sloping" and
wondered who would decide whether an area was "gentle sloping" r "flat." Mr. Rasmussen
replied that this has already been designated on the map. Commissi ner Horan further stated
that he doesn't understand why Council changed the designation fro Office to Medium
Density Residential. He could not agree with going to Medium De sity Residential all the
way. With regard to sending this back to Council, he would like to come to a compromise.
He realized "feathering" has its inequities, but he visualized "feathe 'ng" as Medium, Low,
then Agriculture from north to south.

Commissioner McGuirk said he cannot support the plan as it is bein presented at this point.
He is not in favor of a soundwall along Sunol Boulevard, and feels nicely architectured
office building and landscaping would be preferable to Medium Den ity.
